Interfere substantially with the movement of any resident or migratory fish or wildlife <br />species or with established resident or migratory wildlife corridors, or impede the use of <br />wildlife nursery sites? <br />F. Conflict with any local policies or ordinances protecting biological resources, such as tree <br />preservation policy or ordinance? <br />G. Conflict with the provisions of an adopted Habitat Conservation Plan, Natural <br />Conservation Community Plan or other approved local, regional or state habitat <br />conservation plan? <br />No Impact <br />The City of Santa Ana General Plan Land Use Element EIR indicates that Santa Ana is predominantly <br />built-out and that all sizable expanses of undisturbed native vegetation have been eliminated. The site <br />was previously developed with a restaurant and bar constructed in 1970 and demolished in 2004, at <br />which time, the site was cleared of all vegetation. The property does not contain potential for nesting <br />birds, as there are no trees on the site. In addition, the property is surrounded by development and a <br />major roadway. There is no riparian habitat or other sensitive natural community on the proposed site. <br />Finally, there is no adopted Habitat Conservation Plan, Natural Communities Conservation Plan, or other <br />local, regional, or State habitat conservation plan that is applicable to the project site. Approval and <br />implementation of the proposed project will not result in impacts to any on-site biological resource. <br />V. Cultural Resources <br />A. Cause a substantial adverse change in the significance of a historical resource which is <br />either listed or eligible for listing on the National Register of Historic Places, the California <br />Register or Historic Resources, or a local register of historic resources? <br />No Impact <br />The proposed project site is vacant and undeveloped. No historical resources have been identified on the <br />site. Therefore, implementation of the proposed project would not result in an adverse change to an <br />historical resource. <br />B. Cause a substantial adverse change in the significance of a unique archaeological <br />resource (i.e., an artifact, object or site about which it can be clearly demonstrated that, <br />without merely adding to the current body of knowledge, there is a high probability that it <br />contains information needed to answer important scientific research questions, has a <br />special and particular quality such as being the oldest or best available example of its <br />type, or is directly associated with a scientifically recognized important prehistoric or <br />historic event or person? <br />Less-Than-Significant Impact with Mitigation Incorporated <br />The project site has already been subject to extensive disruption as it was previously developed with a <br />building that has been demolished. As part of the demolition process, the site was excavated to a depth <br />of at least two feet below ground level. Given the prior history of disturbance, it is likely that any <br />archaeological resources that may have existed at one have already been disturbed. Nonetheless, <br />construction activities associated with project implementation could potentially unearth previously <br />undocumented resources and result in a significant impact.
