• The proposed hotel use will not adversely affect the <br />economic stability within the MacArthur Place South <br />development area. The 185-room hotel and 3,000 <br />square foot conference/meeting rooms will provide a <br />diverse customer base for adjacent retail and restaurant <br />uses which will reinforce the economic viability of the <br />project area. <br />iv. Will the proposed use comply with the regulations and <br />conditions specified in Chapter 41 for such use? <br />The project will be in compliance with all applicable <br />provisions of Chapter 41 of the Santa Ana Municipal <br />Code as well as the provisions of the SD-76 zoning <br />district with the exception of parking. A variance will be <br />required to deviate from this standard. <br />v. Will the proposed use adversely affect the General Plan or any <br />specific plan of the City? <br />The proposed project will not adversely affect the <br />General Plan as hotel uses are conditionally permitted <br />within the Specific Development No. 76 (SD-76) zoning <br />• district. The General Plan Land Use Element Policy 2.2 <br />encourages commercial development to accommodate <br />the City's need for goods and services. A hotel use with <br />conference and meeting rooms provides a needed <br />service within the City. Also Policy 2.6 encourages the <br />creation of new employment opportunities which are <br />compatible with surrounding land uses, and provide a net <br />community benefit. A hotel use at this location will <br />provide a sizable amount of diverse employment <br />opportunities while remaining compatible with <br />surrounding development. <br />E. Applicant has requested approval of Variance No. 2009-02 to reduce the <br />required parking. <br />Based on code requirement, a total of 204 parking spaces are <br />required for the hotel use while only 183 spaces are available. Of <br />these 183 spaces, there is an agreement to use 25 of the parking <br />spaces as overflow parking. As a result of this agreement, the <br />effective parking deficit for the proposed hotel is 46 spaces. <br />2. The City Council determines that the following findings which must be <br />established, pursuant to Santa Ana Municipal Code Section 41-638, <br />in order to grant a variance, have been established: <br />• Resolution No. 2009-025 <br />Page 3 of 95 <br />
