Implementation of Mitigation Measure AQ-1 will result in fewer operational emissions, resulting in no <br />• substantial change from the previous analysis in the area of greenhouse gases. <br />c) Would the project result in a cumulatively considerable net increase of any criteria pollutant for which <br />the project region is non-attainment under an applicable federal or state ambient air quality standard <br />Including releasing emissions which exceed quantitative thresholds for ozone precursors? (No <br />Substantial Change from Previous Analysis) <br />The EIR identified cumulatively significant air quality impacts that would result from project <br />implementation. The retail/restaurant component of project will be replaced by the 185-room hotel and <br />the Cinema Lofts will no longer be built. In addition, revised total daily traffic estimates result in 758 <br />fewer trips than the originally approved project, reducing air quality impacts due to traffic. Although <br />changes to the project are proposed, no new or significant impacts will occur. Therefore, the EIR <br />remains adequate and complete for this topic. <br />d) Would the project expose sensitive receptors to substantial pollutant concentrations? (No Substantial <br />Change from Previous Analysis) <br />The EIR identified air quality impacts related to sensitive receptors with project implementation. No <br />changes have occurred in this area from the analysis provided. Therefore, the EIR remains adequate <br />and complete for this topic. <br />e) Would the project create objectionable odors affecting a substantial number of people? (No <br />Substantial Change from Previous Analysis) <br />The EIR identified air quality impacts that would result from project implementation. The project <br />involves the addition of a four-story hotel and removal of the Cinema Lofts and the retail/restaurant <br />uses. If the hotel includes a restaurant, impacts would be substantially the same as the restaurant <br />• previously analyzed and now removed. No changes have occurred in this area from the analysis <br />provided in the EIR. Therefore, the EIR remains adequate and complete for this topic. <br />III. Geology and Soils <br />The EIR noted that the proposed project could be subject to potentially significant adverse geologic impacts. <br />Mitigation measures were included to reduce impacts to a less than significant level. <br />Would the project: <br />a) Expose people or structures to potential substantial adverse effects, including the risk of loss, injury or <br />death involving: <br />i) Rupture of a known earthquake fault, as delineated on the most recent Alquist-Priolo Earthquake <br />Fault Zoning Map issued by the State Geologist for the area or based on other substantial <br />evidence of known fault? Refer to Division of Mines and Geology Special Publication 42 (1Vo <br />Substantial Change from Previous Analysis) <br />The EIR included mitigation measures designed to minimize impacts due to the settlement <br />potential and high moisture content of the soils. The proposed hotel will replace the <br />retail/restaurant component of the project. The Cinema Lofts will be eliminated and the Cinema <br />Tower will eventually be relocated south of the hotel. The hotel will have no different geological <br />impacts from what was analyzed in the EIR. No changes have occurred in this area from the <br />analysis provided in the EIR.
