FINANCIAL & GRANT MANAGEMENT CAPACITY 20 PTS <br />Unlike other HUD funding for homeless programs (e.g., CDBG, ESG and SHP), HPRP funds are <br />limited in the way they can be used. Additionally, the Obama Administration and HUD have indicated <br />the use HPRP funds will be closely scrutinized adding an additional layer of fiscal responsibility and <br />monitoring to both the City and grant recipients. To this end, discuss the following points related to <br />your agency's experience utilizing HUD/public funds.
