City: Costa Mesa <br />The City of Costa Mesa proposes to use the 2009 Justice Assistance Grant funding as <br />follows: <br />Proiect Objectives (Must be linked to meaningful and measurable outcomes consistent with <br />the goals of the Recovery Act; refer to solicitation) <br />The objectives for the Costa Mesa Police Department include: <br />Technology to Increase Staff Effectiveness in the Field <br />• Purchasing 20 patrol rifles for first responders; <br />• Purchasing 20 Tasers for first responders; <br />• Purchasing a mobile data computer and radio for vehicle deployment; <br />• Entering a service agreement to install parcel mapping data in police helicopters; <br />and <br />• Enhancing current crime mapping software capabilities. <br />Technology to Streamline Staff Time <br />• Purchasing an inventory - control bar code system; <br />• Implementing an online crime - reporting system; and <br />• Purchasing four security monitors. <br />Goal: <br />The primary goals of upgrading the department's technology is to enhance department and <br />personnel function by: <br />• Increasing staff effectiveness in the field; and <br />• Streamlining staff time. <br />Resultant goals will also include increasing officer safety, enhancing public awareness of <br />and rapport with the police department, improving real -time communications, increasing <br />police facility security, and reducing rates of recurring crimes. <br />Activities: (which can be started and completed expeditiously, and in a manner that <br />maximizes job creation and economic benefits) <br />Technology to Increase Staff Effectiveness in the Field <br />• Deploy patrol rifles to provide additional firearms technology to all department <br />first responders; <br />• Issue Tasers to provide greater availability of less - lethal technology to first <br />responders, and replace existing Tasers recommended for replacement; <br />• Outfit police unit with mobile data computer and radio to increase real -time <br />communications and allow unit deployment; <br />2009- F1801 -CA -SB Page 13 of 61 <br />
