EVALUATION PROCEDURE <br />The City's evaluation of proposals will consist of two-phases: 1) a review of requested <br />submission items; and 2) a review of the substantive content of proposals. <br />6.1 REVIEW OF REQUESTED SUBMISSION ITEMS <br />Proposals will be reviewed for completeness. Proposals with missing items may not be <br />considered. Proposer's submission: <br />6.1.1. Must contain a completed "Proposal Response Form" (Appendix A) or a separate <br />submission with a response to each item included in the "Proposal Response <br />Form." <br />6.1.2. Should include (where applicable) Proof of authority to bind the corporation as <br />defined in section 4.3. <br />6.1.3. Include the required proposal with all submission requirements in a sealed <br />package (section 5.3). <br />6.1.4. Must have been delivered to the correct place prior to the specified closing date <br />and time (section 5.4) <br />6.2 EVALUATION <br />Selection shall be based upon a competitive selection process and not limited to price alone. <br />Proposers must satisfy the City of their ability to perform the services required. In the judgment <br />of the City, any proposal that does not provide adequate evidence that the Proposer has the <br />capabilities to perform the services sought by the City (see Section 1.4) or does not show that it <br />meets the minimum Vendor qualifications (see Section 2.1) will not be further considered. <br />Page 11 of 34 <br />
