The Cordoba team shall provide plan drawings for the two Build Alternatives selected for <br />screening. Standard format plan sheets with match lines shall be prepared for the alternatives <br />and be consistent with City of Santa Ana standards. Drawings for the major structure elements <br />(e.g., the Santa Ana River bridge) shall be prepared at an APS level. <br />The Cordoba team will also prepare typical cross-sections of the alignment, stations, and major <br />structures. For the cross-sections, track/street/Project centerline, right of way, signaling, <br />landscaping, platform and station access geometries, and limits of existing and proposed <br />surface improvements will be shown. <br />For the two Build Alternatives under consideration, the Cordoba team will identify potential need <br />for modifications or enhancements to the existing traffic control system to accommodate the <br />proposed fixed guideway alignments. Design approaches will be identified early and reviewed <br />with City staff for concurrence or modification. Special attention will be given to developing <br />preliminary solutions for pedestrian and bicycle operations and safety. Of special significance to <br />streetcar alternatives is the location of poles for support of the overhead centenary system <br />(OCS). Other challenges in the location of the OCS system could include the mature trees <br />along the proposed alignments, particularly in the Renaissance area. <br />The Cordoba team will include in the technical report a description of the bus and streetcar <br />vehicle options available and appropriate for use in the Santa Ana Fixed Guideway Corridor. <br />The technical report will also address the following systems issues: <br />Vehicles <br />• Substations/substation spacing <br />• Strain pole — spacing & ability to use existing light and signal poles <br />• Interface with the traffic signal system <br />Deliverable(s) - Drawings and Conceptual Engineering Design Technical Report <br />Task 6.2.2 Traffic Operations Analysis <br />We will collect and aggregate available transportation infrastructure and operations data from <br />accessible databases along with collecting pertinent field traffic data. The data collection effort <br />will focus on determining specific volumes and inventory of transportation -related infrastructure. <br />The evaluation of transportation and circulation impacts will address the major subject areas, <br />such as: level of service at intersections, local and regional roadways; transit capacity utilization; <br />parking conditions near the fixed guideway alignments; and pedestrian/bicycle circulation <br />conditions. The travel demand forecast model will produce estimates of future traffic volumes <br />on Santa Ana city streets that will be employed to produce estimates of future (Year 2035) and <br />design year traffic conditions. The traffic impact analysis will also utilize the Operations Plans <br />for the Build Alternatives developed in Task 6.2.5. <br />The transportation impacts analysis that will be used to gauge the potential effect that the fixed <br />guideway alternatives on city traffic operations and circulation will include analyses that <br />documents existing conditions, intersection traffic impact assessment and benefits, as well as <br />161 Page <br />
