mitigation strategies. We will determine the impact two alignment alternatives on existing and <br />planned corridor transportation systems. The evaluation of existing and future conditions will <br />include analysis of intersection capabilities (level of service), bus operations, parking <br />deficiencies, and accessibility to major streets and highways. Conditions that can be mitigated <br />through implementation of the baseline alternative improvements and/or improvements will be <br />evaluated. The traffic impact assessments will also include analysis of mid block traffic impacts <br />as well as the need for adjustments to signal phasing and operations due to the operation of the <br />streetcar. <br />The potential for impacts during construction will also be assessed. Considering the high <br />existing traffic volumes and congestion levels, any short-term closure of streets could result in <br />significant circulation issues. We will work with the City and major stakeholders (as appropriate) <br />to develop construction impact scenarios. <br />The traffic impact analysis will be used to inform our early consultations with the CPUC related <br />to the development of the at -grade transit system with street crossings. We will also develop an <br />initial traffic concept plan that shows signing/striping and traffic control concepts in a format <br />consistent with the City standard plans for inclusion in the conceptual plan sets developed in <br />Task 6.2.1 as appropriate. <br />The Cordoba team will submit the analysis and concept design to the City for review and <br />comment and will work with City staff to address issues and questions that the City has related <br />to the streetcar layout. We will address comments of other reviewing agencies as part of this <br />effort. <br />Deliverable(s) — Traffic Operations Analysis & Impact Technical Report Design Sheets for <br />inclusion in the Concept Design Plan Set <br />Task 6.2.3 Station/Stop Locations <br />Preliminary station locations developed in Task 4.0 for each of the Build Alternatives will be <br />reviewed and confirmed or modified based on a more detailed assessment of the individual <br />locations. Any proposed park and ride locations will be laid out to confirm the number of spaces <br />available and the extent of property acquisition. Key considerations in the identification of <br />appropriate station or stop locations will include: <br />• Mode -appropriate average distances between stations/stops <br />• Maximizing the ability and attractiveness of transfers between transit services <br />• Providing direct access to major existing attractors and generators of trips <br />• Positioning to serve future development and redevelopment sites <br />• Availability of space for improved station amenities <br />• Minimizing the loss of on -street parking <br />• Avoiding impacts to business accesses <br />171Pa,ge <br />
