<br />will be discussed between the Project Manager and the Program Director on a weekly basis. <br />Any problems that occur or barriers that arise in meeting participants' goals will be <br />addressed through resources available at our agency or those of our community partners. <br /> <br />3. How the program will deliver academic assistance to raise the skill level of youth who are <br />basic skill deficient. <br />Several alternatives will be open to Upward Mobility participants who need to improve <br />basic skills. Our after school Youth Program has an established tutoring component that can <br />assist our clients. The Cambodian Family also offers a morning ESL class, sponsored by <br />Santa Ana College, School of Continuing Education, that is available for anyone age 18 and <br />older who speaks limited English. Our Volunteer Coordinator has recruited a large number <br />of volunteers to serve as mentors and tutors for youths and also adults. We will find <br />volunteers to help our clients improve their basic skills as needed. <br /> <br />4. The participant's certificate of completion or accomplishment for participation and whether <br />the certificate count for WIA credential attainment rate? <br />All participants who complete our Upward Mobility workshops will receive a certificate <br />of completion. This certificate will not count as a WIA credential attainment, but it will <br />mark the client as ready to undertake job search or pursue an academic program. <br /> <br />5. How continuous improvement will be measured and conducted. <br />All clients will be assessed for basic skills upon entry to the program. Those who <br />participate in a tutoring component of the program will be tested to measure their progress <br />upon program completion. In addition, all participants will be given pre- and post-tests for <br />each of the core component workshops. They will need to demonstrate improvement in all <br />areas in order to earn a completion certificate upon exit from the core program. Other client <br />successes, in particular enrollment and progress in an educational program, and securing <br />employment, will be documented in client files. <br /> <br />6. How adequate staffing will be maintained to ensure success of the program. <br />The Project Manager will be dedicated exclusively to the Upward Mobility program. In <br />our experience, assigning primary responsibility to a single person, with support from the <br />expertise of all other agency staff, is the best way to ensure accountability and maximize the <br />likelihood of program success. The PM will receive training, guidance, and feedback from <br />the Program Director. The Upward Mobility program will leverage other agency programs. <br />and staff in our Youth Program and Employment Services Program. (See further staffing <br />details in section BA.) <br /> <br />D. Program Description <br />1. The overall services that will be made available to the WIA participant. <br />Upward Mobility participants will benefit from a number of services through this <br />program, including those services available to the community as a whole. Our <br />Intake/Assessment process will help clients better understand their strengths and weaknesses <br />in pursuit of a career. Job counseling will help clients understand what opportunities are <br />available for them in Orange County. Our Vocational ESL class will help those who speak <br />limited English to improve their communication skills. <br /> <br />7 <br /> <br />EXHIBIT A <br />
