grade separation design plans and document the constraints they individually <br />and collectively impose on the SARTC site. <br />Task 4 Deliverables: <br />Physical Constraints Technical Memorandum <br />Task 5 - Preliminary Design Concept <br />Using the results of the Transit Provider Needs Assessment, Facility Requirements <br />Definition, and Physical Constraints Analysis, Consultant shall develop three <br />alternative site concepts for SARTC. These concepts shall identify the placement of <br />functions on the site by phase. <br />A. Design Concept <br />As envisioned, SARTC will be the multimodal transportation gateway for <br />Orange County where a wide range of transportation services is provided to <br />help people travel throughout the City, region, and State. Although adjacent <br />to transit-oriented development, SARTC will remain-a transportation hub. The <br />extent to which it successfully interacts with and supports surrounding <br />development and transportation facilities will be tantamount to its success. <br />SARTC is proposed to be improved in phases, as services are added and <br />funding becomes available. The first phase will coincide with introduction of <br />the Santa Ana fixed guideway system in 2014 and will support newly <br />expanded Metrolink, Amtrak and BRT services. The second phase will be <br />completed in synch with the Santa Ana grade separation project and will <br />accommodate connections to the high speed rail systems in Anaheim and/or <br />Los Angeles County. The third phase will include elements to ensure that <br />SARTC remains a viable, vibrant multimodal gateway well into the future. <br />B. Facility Concept <br />To accommodate the planned expansion of Metrolink and Amtrak rail <br />services and OCTA BRT services at SARTC and to incorporate the proposed <br />fixed guideway system, Fly Away service, high speed rail, and other proposed <br />transportation concepts, a visionary, flexible design concept for SARTC is <br />required. Consultant shall prepare a design concept for the SARTC Master <br />Plan which accommodates all current services and adds/improves upon the <br />following elements: <br />• Fixed guideway station <br />• Fixed guideway maintenance and storage facility <br />• Bus plaza <br />J • BRT station <br />14
