3 <br />Project Implementation Funding- assumed future funding sources do not mature as expected-and <br />jeopardize the implementation of the Master Plan. <br />The IBI Group Team will develop a phased approach that will be based on a series of "concept scenarios". <br />These scenarios will be informed by variations in possible future realities as informed by our research <br />and forecasting models. The intent is to be able to imagine a phasing solution that might respond to <br />unforeseen future changes in current projections. The Master Plan will be successful at varying degrees of <br />implementation. We will avoid 'static" options that do not allow for changes in scope and force the City into <br />an 'all-or-nothing" scenario. The multiple design concepts we develop will be linked to, and informed by, <br />these "concept scenarios" allowing the Master Plan to move well beyond issues of visual style. <br />Achieving unanimous support - the SARTC -is a civic center with many interested user groups, <br />achieving unanimous support for all decisions related to any change maybe difficult to achieve, <br />potentially leading to public dissent <br />Though there may be an underlying understanding that our intentions are honorable, it must be recognized <br />that change is always concerning for many. IBI Group will assure that voices are heard, and ideas offered <br />in public forums are allowed to enter and inform the project. Workshops and public presentations are an <br />important forum for this discourse. It has been our experience that when the ideas of participants are <br />allowed to enrich a process, even challenge at times, those participants take on ownership for the work <br />and are generally much more supportive of overall efforts. IBI Group understands the value in listening to <br />participants, and is appreciative of the depth of insight they often bring to the process. We will remain open <br />and work to address concerns before it has a chance to become dissent. <br />Exrsting.facilityutilization-it is found that though many users love the existing train station, operation <br />costs and structural concerns preclude adaptive re-use. <br />The IBI Group Team will analyze and document the physical and qualitative conditions of the existing 20 <br />year old station building. The intention is to understand what the real financial constraints/opportunities are <br />relative to the various concept scenarios. In addition to fully understanding the capacity of the structural <br />underpinnings and yearly operational challenges, we will also look at what works, what is enjoyed, and what <br />is unique. There is a sense of place waiting for a train in the courtyard platform on a warm summer evening, <br />one that may be retained even if the facility around it is retrofitted or even replaced. <br />Expectations' and restraints - expectations of what is possible is over-sold to stakeholders only to <br />find that certain restraints preclude realization. <br />The work outlined in Tasks 2, 3, and 4 (Detailed Planning, Facility Requirements, and Constraints Analysis <br />as well as Task 6 (Environmental Assessment) will form a very good picture of constraints. The IBI Group <br />Team will avoid jumping too quickly to descriptive visual solutions, but rather work to understand the <br />relationships between understood constraints and project desires.
