4 <br />Project Approach <br />As described in the RFP, the SARTC Master Plan contains eight individual tasks, each of which is described <br />in detail in the Work Plan Section of this proposal. We have visually depicted how we see the flow of <br />work and the relationship between tasks in the diagram below. All tasks exist within the overall field of <br />Task 1 Project Management. This task will extend the entire length of the project schedule and be used <br />to oversee the technical work and communications within the project. Task 2 Detailed Planning, Task 3 <br />Facility Requirement Definition, and Task 4 Physical Constraints Analysis occur in parallel, informing and <br />feeding into Task 5 Preliminary Design Concepts, where the information generated shapes the research, <br />projections, parameters and requirements into actual concepts. Task 6 is the Environmental Analysis which <br />takes into account the information from Tasks 2/3/4, but more importantly, examines the impact of the Task <br />5 design concepts. We see Task 7 Cost Estimate, occurring at two discreet points, initially towards the end <br />of Tasks 2/3/4 as another layer of information to be used in developing the design concepts and at the end <br />when the design concepts are finalized. Finally, Task 8 Funding Source Identification, is a continuous effort <br />for almost the entire length of the technical work, providing guidance and responding to the evolution of the <br />design concepts. As noted, the Work Plan will discuss the individual tasks in greater detail.
