34 <br />Task 2 - Detailed Planning <br />Task 2.A Transit Provider Needs Assessment <br />Objective: To understand the space needs of current and potential future transportation providers at <br />SARTC. <br />Approach: in terms of the operational space needs of each transportation provider, including projected <br />needs to 2040, IBI Group will: <br />• Prepare a comprehensive inventory of transportation services and providers; <br />• Collect and analyze information on these current services; and <br />• Based on available information or on common industry practices and professional judgement, develop <br />projected needs to 2040. <br />Data will be collected through direct contact / meetings with officials from each of the transportation <br />providers. Recognizing appropriate protocol, senior management will be the initial point of contact followed <br />by what we assume will be subsequent meetings with operations and service planning staff. Given IBI <br />Group's experience in transit and transportation in Orange County, we have profiled and analyzed many of <br />the current operating characteristics including routing, frequencies, schedules/span of service, periods of <br />peak demand, level of productivity/performance, fare policies, boardings/alightings, and other parameters. <br />Analysis will reflect: <br />• Service Levels - route structure and coverage, days and hours of operation, frequencies, bus stop and <br />shelter warrants <br />• Service Quality - loads per bus and on-time performance <br />• Service Utilization - passenger boardings per vehicle service hour, including threshold ridership levels for <br />the introduction or retention of service <br />• Asset Management - fleet and infrastructure utilization and requirements <br />This task will use thematic maps to graphically illustrate the different factors underpinning the current and <br />projected demographic and transportation service profile, including population and employment areas, <br />traffic congestion, dominant travel patterns, existing transit usage, and areas of strategic and/or economic <br />importance to the SARTC. <br />Deliverables: <br />My' Technical memorandum profiling the operations of current and future transportation providers serving <br />the SARTC as well as their space needs and ancillary infrastructure requirements <br />• Thematic maps and exhibits as required to visualize and coordinate quantitative information
