37 <br />Task 2.D Retail Market Assessment <br />Objective: To determine the type of retail, optimum sizing, location and configuration of the retail space <br />within the SARTC <br />Approach: The effort will begin with the IBI Team collecting existing data from the City. It is understood <br />that the City has a good understanding of the market potential for retail space in the Station District area <br />and that no further surveys are necessary. We will examine similar multi-modal stations in the United <br />States and report their level of retail space activity. Using this information, the IBI Team will prepare a <br />SARTC retail program outline and design character study to be used in Task 3.A and 3.13. <br />Deiiverables: <br />• SARTC Retail Program Outline and Design Character Study <br />Task 3 - Facility Requirements Definition <br />Task 3.A Building Space Requirements and Assessment <br />Objective: To develop innovative layout concepts that efficiently and effectively meet the expected spatial <br />needs of the facility. To conduct an assessment of the practicality of the existing building to accommodate <br />fixture needs. <br />Approach: Following the Design Workshop discussed in Task 2.C, the goal of this task is to define the <br />building space needs and requirements for SARTC including: the existing and future public transportation <br />providers, Bike Station, a Maintenance Facility, ticketing and information facilities, administrative offices, <br />retail and commercial business uses and areas for parking, bus layover, pedestrian connections and open <br />spaces. We will conduct an existing facility walk through and review, collect drawings and surveys of <br />sites surrounding the station area, mapping, GIs data, existing building plans, platform and track plans, <br />previous documents and reports. These documents become the base information to develop concepts <br />and design documents. <br />With the data and information captured in Task 2 the IBI Team will develop a spatial needs matrix that <br />breaks down each sub-service into constituent spatial & functional needs categories, capturing individual <br />operational and passenger service needs. This process will allow us to determine where there may be <br />potential overlaps in terms of functional requirements (i.e. ticketing) and or spatial needs (i.e. waiting <br />platforms). From this point we can define a set of spatial relationship rules, and highlight opportunities for <br />potential spatial efficiencies. Three alternate SARTC bubble diagram development studies will be explored <br />based upon three separate concept scenarios. <br />As part of this task, an analysis of the existing SARTC facility will be conducted. This will examine issues <br />City of Santa Ana <br />Santa Ana Regional Transportation Center Master Plan IBI Group 1.25.10
