38 <br />such as high ongoing maintenance requirements, the ability of the existing facility to accommodate future <br />growth, constraints and significant flaws with the existing design that would offset potential savings with <br />maintaining the existing facility with moderate to minor improvements. <br />Three alternative scenarios would be created to be explored further in subsequent tasks. This would <br />include the following: <br />1. Maintain the existing SARTC facility with minor upgrades <br />2. Significant retrofits to the SARTC to enhance the facility <br />3. Replace the SARTC with a new facility <br />Deliverables: <br />• Building Space Requirements Summary Report, Matrices and Bubble Diagrams <br />• Technical memorandum describing the three alternative scenarios <br />Task 33 Parking and Site Requirements <br />Objective: To identify parking demand and loading/delivery requirements at the SARTC. <br />Approach: An increase in passenger service from existing and future transportation providers will require <br />a review of parking demand, loading and delivery of passengers, on site employees and other providers. <br />The new and future transportation provider's on-site employees, as well as other uses such as potential <br />restaurants, retail and commercial uses can create higher usage activity in the building and surrounding site. <br />IBI Group will inventory the existing building's surface parking and garage parking spaces and conditions <br />to determine if these facilities can accommodate an increase in auto traffic. <br />The IBI Group Team will prepare a parking study that will address the provision and management of <br />parking in the station area, including on-street parking, surface parking, parking structures, short and long <br />term parking needs for commuters. Large portions of the SARTC site include surface parking lots and <br />underutilized site area. The study will determine highest and best use of the site area and will evaluate <br />parking needs as summarized in Task 2.
