40 <br />Task 5 - Preliminary Design Concepts <br />Task 5.A Design Concept <br />Objective: To develop an urban design concepts master plan that considers adjacent and proposed <br />Transit Oriented Development at the SARTC, as well as the integration of the multimodal transportation <br />services planned for the SARTC as the gateway for Orange County and its connections to the City, Region <br />and State. <br />Approach: A well-designed multimodal transportation center requires a thorough understanding of each <br />transit mode and how its components function, the spatial requirements of the equipment, passenger <br />interface, amenities to enhance the quality transit experience, pedestrian connectivity to the surrounding <br />neighborhoods and its ultimate function as a transportation gateway for Orange County. Based upon <br />the work efforts developed during the previous Tasks 2, 3, and 4, the IBI Group desigri team will develop <br />alternate urban design concepts for the three alternative scenarios. We will examine three different phases <br />of development for three planning horizons: 2014, 2020, and 2040 (as the full build out scenario). <br />The SARTC will develop in three phases over time with the introduction of the fixed guideway system <br />alignment and station in 2014, an increase in existing transit service for Amtrak, Metrolink, Greyhound, OCTA <br />Bus Transit and High Speed Rail service by 2020 along with the Santa Ana Boulevard grade separation, <br />and ultimately a vision of the SARTC 2040 and beyond. Three alternate concepts will be developed, <br />each illustrating expansion of the SARTC site in each of the phases through 3D image simulations and <br />visually rich concept drawings. Urban design scenarios will also be developed. These scenarios will be <br />comprehensive in nature, identifying alternative approaches for the following: <br />• Primary Land Use Typology and Designations: appropriate land use types (residential, commercial, civic, <br />open space, mixed use) <br />• Density, Building Mass and Height: appropriate density and building mass allowances for different land <br />use designations <br />• Urban Design Principles: Define guidelines and principles to control building placement, orientation, <br />design, street wall treatment and other key urban design related measures <br />• Public Realm and Place-Making Strategies: Identify opportunities for public realm improvements and <br />place-making initiatives <br />• Destinations <br />• Station and Alignment Urban Design Concepts <br />• Station platform plans, station canopies, streetscape elements, landscaping, paving and amenities <br />• Access and Circulation to Station <br />• Connections to green-spaces and landscape architecture <br />• Identify catalyst sites and TOD Opportunities <br />Deliverables: <br />• Draft and Final Design Concept Report including Maps and Drawings capturing site design concept <br />proposals and phased development.
