41 <br />Task 5.B Faculty Concept <br />Objective: To develop facility concepts for the SARTC Master Plan that accommodate current and future <br />identified services. <br />Approach: The SARTC will accommodate several different transit modes, which creates a need to <br />accommodate the different spatial requirements of each for equipment, movement of equipment and <br />passenger waiting areas as well as space and new uses within the buildings. Temporal planning also <br />becomes a priority so that the station may grow as new services become available. Pedestrian access <br />between transit modes needs to be direct and clear to help user understandability and provide the user <br />with a quality transit service. Accommodation of a maintenance facility and site storage facility for the <br />Santa Ana Fixed Guideway transit service will be important to the development of the site and its building <br />mass and spatial fit within the urban context. <br />The work effort in Task 3 will allow the IBI Group design team to begin developing design concepts for the <br />Transit Center including bus plazas, fixed guideway station platform, BRT station platform, High Speed <br />Rail platform and access facilities, transit supporting commercial, retail and potential restaurant facilities, <br />administrative offices, public and operations facilities, information and visitor services, ticketing waiting <br />and passenger service areas, pedestrian and bicycle access and site circulation, bicycle storage facilities, <br />parking and drop-off zones and shared car facilities. The design team will develop 3 alternate concepts <br />and layouts for consideration including if necessary retrofit of the existing building. <br />Maintenance Depot-Facility, Yards and Workshops: <br />The development of the Santa Ana maintenance facility and storage yards require close coordination with <br />the fixed-guideway consultant team on aspects of the design including the selection of the vehicles and <br />in particular the operational characteristics, size, type and number of vehicles planned as well as the size <br />of the complete system. The location for the facility is linked with the size of the site for the facility and <br />storage yards and is critical to the evaluation of site locations within the planned system. This will allow for <br />the layout and arrangement of the yard work required for movement and storage. Once a site has been <br />selected, preparation for site development and facility programming can begin in a two step process as <br />outlined below: <br />Step 1: Site development including provisions for the following: <br />• Vehicle Access to the site and internal circulation <br />• Equipment delivery and storage requirements <br />• Emergency vehicle service access <br />• Storage yard layout <br />• Parking for trucks and autos <br />• Civil engineering, drainage and utilities <br />• Safety and security measures <br />• Landscaping and Fencing <br />• Signage and Wayfinding <br />• Site Lighting <br />City of Santa Ana <br />Santa Ana Regional Transportation Center Master Plan IBI Group 1.25.10
