43 <br />Task 6 Environmental Assessment <br />Objective: To evaluate the potential environmental impacts associated with implementation of the SARTC <br />Master Plan. <br />Approach: The IBI Group Team will conduct a preliminary environmental assessment (PEA) of the <br />proposed design concepts developed as a result of Task 5. The PEA will qualitatively discuss the full <br />range of environmental impacts associated with development and operation of the regional transportation <br />center but will focus on those issues that could affect the feasibility or viability of the alternative concepts <br />or could have a substantial impact on project cost or schedule because of the potential for lengthy studies, <br />special permits or mitigation, or extensive agency consultation and coordination. These impacts could <br />include, for example, impacts to historic or archaeological resources, right-of-way impacts, noise and <br />vibration impacts, air quality impacts, visual impacts, and traffic and parking impacts. The PEA will also <br />identify the state CEQA and federal NEPA documents and any associated technical studies that will be <br />required to environmentally clear the proposed SARTC as part of the next phase of the project, as well as <br />any permits or approvals that are likely to be required. <br />In order to identify resources that might be affected by the proposed SARTC Master Plan concepts and <br />document existing environmental conditions, project team staff will conduct windshield surveys of the <br />project area and will review federal, state, and local databases and documents.. These databases could <br />include, for example, the California Natural Diversity Database (CNDDB), the National Register of Historic <br />Places, the California Inventory of Historic Resources, California Historical Landmarks, California Points <br />of Historical Interest, and Historic Spots in California, and local land use plans including the City's General <br />Plan. The rail and bus systems that would serve the SARTC facility, and other related projects, such as <br />the proposed Santa Ana grade separation project, will also be reviewed to determine the potential for <br />cumulative impacts on resources in the immediate vicinity. <br />It is assumed that one round of comments from the City will be responded to by the IBI Team. <br />Deliverables: <br />• Draft and Final Preliminary Environmental Assessment <br />F? <br />City of Santa Ana <br />Santa Ana Regional Transportation Center Master Plan 1131 Group 1.25.10
