City of Santa Ana <br />Proposal for the Bender Ready -Mix Concrete Manufacturing Project <br />nw; Initial Study and Mitigated Negative Declaration <br />general description of the major phases of construction and their timing will be required for our <br />analysis. The air pollutant emissions during construction will be compared to the SCAQMD Regional <br />and Local Significance Thresholds. Measures to reduce dust generation are required by the South <br />Coast Air Quality Management District. Additionally, measures are contained in the 2007 AQMP for <br />control of construction activity emissions. These measures will be discussed in the report. <br />Air pollutant emissions for the proposed operations will be calculated using current methodologies <br />and emission factors. The emission estimates will not only calculate criteria pollutant emissions (i.e., <br />CO, NO,,, SO,, VOC, PM101 and PM25) but will calculate greenhouse gas (GHG) pollutant (e.g., <br />carbon dioxide, methane, and nitrous oxide) emissions due to the operation as well. <br />Operational emissions will occur due to cement mixing and hauling, as well as other on -site <br />activities. Long-term emissions will be generated due equipment utilized in this cement mixing <br />operations and in the vehicle miles traveled from hauling trucks. The emissions generated by these <br />sources will be assessed and compared to the SCAQMD Regional and Local Significance <br />Thresholds (LST). A detailed discussion of the consistency of the project with the 2007 AQMP will <br />be included. <br />Total GHG emissions and changes in GHG emissions due to the proposed projectwill be presented <br />and contextualized. Significance thresholds for GHG emissions are an emerging issue and the latest <br />available state and local guidance will be utilized to determine the significance of GHG emissions. <br />The proposed project's compliance with the California Air Resources Board's recommended <br />discrete early action measures will be reviewed and reported. <br />Note that a detailed analysis of potential odor related impacts is not included in our scope or cost. A <br />brief background on odors will be presented along with the SCAQMD requirements for odor control. <br />Features of the project that will minimize the release of the odors will also be detailed. <br />3.2 ACOUSTICAL ANALYSIS <br />Noise measurements will be made at up to four locations near the project site and used to describe <br />existing noise levels in the project vicinity. Community noise standards relevant to this project are <br />contained in the City of Santa Ana General Plan and Noise Ordinance. These standards will be <br />summarized and their relevance to the project discussed. <br />The potential noise impacts can be divided into short-term construction noise, and potential impacts <br />on surrounding land uses. Noise levels generated by construction activities will be estimated at <br />nearby sensitive receptors. The application of the City of Santa Ana Noise Ordinance to control <br />construction noise will be discussed. <br />Potential noise impacts from operational activities at the cement manufacturing facility will be <br />assessed. Noise levels generated by activities at the facility will be estimated at adjacent uses and <br />the closest noise sensitive uses. RBF will utilize standard estimates of noise levels generated by <br />trucks and the loaders and other equipment associated with the facility. The noise levels estimated <br />at the receptors will be compared to the City of Santa Ana Noise Ordinance criteria to determine <br />impacts. <br />JN 00-000300.10P • 3 • August 27, 2009 <br />
