City of Santa Ana <br />Proposal for the Bender Ready -Mix Concrete Manufacturing Project <br />W; Initial Study and Mitigated Negative Declaration <br />3.3 DRAINAGE AND WATER QUALITY <br />RBF's Stormwater Management Department will prepare the water quality impact review for the EIR. <br />Based on the project description provided by the City of Santa Ana in the RFP, the project does not <br />involve any grading or construction._ so no impacts to hydrology, floodplain, and/or groundwater <br />would result from a CEQA perspective. Additionally, there are no requirements for stormwater <br />quality BMPs unless there is "redevelopment" of the property. However, RBF has noted that the <br />facility is located in the Santa Ana -Delhi Channel Watershed, which is tributary to Newport Bay. <br />Newport Bay has several Total Maximum Daily Loads (TMDLs) that may require structural BMPs, <br />therefore, this scope of work focuses on the water quality impacts associated with the proposed land <br />use. <br />Field Investigation/Data Collection. RBF will conduct a site visit to verify onsite land uses and <br />existing structural BMPs. The review will include investigation of the general operations and <br />drainage facilities. RBF will research available water quality data. This task includes one kick-off <br />meeting with City drainage and water quality staff. The results of the investigation shall identify any <br />additional data requirements to be provided by the City. <br />Water Quality Review. RBF will prepare a preliminary assessment of the stormwater quality impacts <br />from the proposed land use. The assessment will discuss the TMDLs for the Newport Bay and <br />whether or not BMPs will be required. The decision to required BMPs will be made jointly between <br />the City of Santa Ana water quality staff and RBF. Should the review identify that BMPs are <br />required, a list of a acceptable facilities will be identified which can provide mitigation of water quality <br />concerns as part of a conceptual water quality program for the land use and a adopted solution can <br />be selected from the recommended list. <br />Technical Memorandum. RBF will prepare a written memorandum summarizing the "no impact" <br />finding for the hydrology, floodplain, and groundwater impacts. <br />4.0 CEQA INITIAL STUDYIASSESSMENT <br />RBF will prepare an Initial Study in accordance with the CEQA Guidelines. The Initial Study will <br />include detailed explanations of all checklist determinations and discussions of potential <br />environmental impacts. The analysis shall be in accordance with Sections 15063, 15162, 15167 <br />and 15168 of the CEQA statutes. The Initial Study report will be presented as follows: <br />4.1 INTRODUCTION <br />This section will cite the environmental review requirements of the Project, pursuant to the CEQA <br />Guidelines. The Introduction will include the Project location, environmental setting, existing uses <br />on -site and in the vicinity, the Project description (confirmed by the City in Task 1.0), Project <br />phasing, relevant background/history information, and zoning considerations. <br />4.2 ENVIRONMENTAL CHECKLIST <br />This section will include a summary page of Project information followed by an explanation of factors <br />considered for potential impacts.
