III. CONTENT OF PROPOSAL In order to maintain uniformity with all proposals furnished by the Consultants and expedite the process, it is hereby requested that the proposals be informal, limited to a maximum of 20 pages (excluding resumes, if any), and include the following: A. Project understanding and approach discussing the project, key issues, and any suggestions or special concerns that the City of Santa Ana should be made aware of. B. Scope of work identifying each required task for updating the EIS / EIR and preparing any technical reports to comply with the CEQA and NEPA clearance documents in accordance with Federal Highway Administration (FHWA) and Caltrans policies and requirements within the initial scope of work, along with any additional necessary tasks not currently identify in this RFP for the successful completion of the project. C. Schedule to be implemented on the project that will ensure that the required services will be completed in a timely manner. D. A brief resume of the Project Manager, including similar type of projects in which he/she has been directly involved. The Project Manager will be the primary contact person to represent the firm and will be the person to conduct the presentation, if invited for an interview. IV. SCOPE OF WORK The Consultant shall be responsible for the update, preparation, and submittal of any necessary reports to conform to the CEQA and NEPA clearance documentation through completion, with the approval from the City of Santa Ana and Caltrans.
