Referral of General Plan Amendment No. 2010 -1 for the Transit <br />Zoning Code <br />Dear Ms. Linnaus: <br />The Orange County Transportation Authority (OCTA) has reviewed the proposed <br />General Plan Amendment No. 2010 -1 and the corresponding Draft Environmental Impact OCTA -1 <br />Report (DEIR). The fallowing comments are provided for your consideration: <br />OCTA appreciates the City of Santa Ana (City) acknowledging the need for <br />improved bicycle and pedestrian facilities and that these improvements are OCTA -2 <br />being pursued. In this regard, the transit zoning code works toward the same <br />purpose as the 2009 OCTA Commuter Bikeways Strategic Plan. <br />The Congestion Management Program (CMP) analysis indicates that the <br />overall project is adding a large amount of traffic to the transportation system; <br />however. CMP intersections outside the project area are not analyzed. The <br />CMP Traffic Impact Analysis Guidelines recommend that traffic impacts be <br />analyzed along CMP highway system facilities until the impacts are under 3 OCTA -3 <br />percent of the level of service E capacity. As shown in the DEIR, the traffic <br />counts for First Street east of Grand Avenue are significant. Due to these <br />impacts, the CMP intersection at First Street and the Santa Ana Freeway <br />(interstate 5) should be included in the analysis. <br />As a matter of OCTA's protocol, any modifications to the Master Plan of Arterial <br />Highways (MPAH) facilities must go through the MPAH amendment process <br />and be approved by our Board of Directors. This must be completed prior to an OCTA -4 <br />amendment and/or approval of the City General Plan in order for the City to <br />maintain eligibility for Measure M2 funding. <br />When identifying potential transit/bus stop locations within the proposed transit <br />zone, a thorough evaluation should be conducted to ensure that each bus stop <br />is strategically placed. This will minimize the impact to adjacent businesses <br />and /or residential units.
