87 <br /> <br />NA-45 Non-Homeless Special Needs Assessment <br />Introduction <br />Special needs populations consist of persons who are not homeless, but due to various <br />reasons they need services and supportive housing. Persons with special needs include the <br />elderly, frail elderly, severely mentally ill, developmentally disabled, physically disabled, <br />persons with alcohol or other drug addictions, persons with HIV/AIDS, and victims of <br />domestic violence. The City of Santa Ana will consider allocating CDBG to public services <br />for special the needs populations indicated, as well as victims of human trafficking and <br />those with Post-Traumatic Stress Disorder (PTSD) or other needs. <br />Describe the characteristics of special needs populations in your community. <br />Elderly and Frail Elderly <br />HUD defines elderly as a person who is 62 years of age or older. A frail elderly person is an <br />elderly person who is unable to perform at least three “activities of daily living” including <br />eating, bathing, grooming, or home management activities. Generally, elderly people have <br />lower incomes than the population at large. Based on 2016-2020 CHAS data of the 24,850 <br />households containing at least one elderly person in Santa Ana, 68 percent, 16790 <br />households, earn less than 80 percent of the AMI and may require public services to <br />continue to live independently. ACS data from the same period shows 11,814 residents of <br />Santa Ana aged 65 and above have a disability. Of those people, 59 percent have <br />ambulatory difficulty, 50 percent have independent living difficulty, and 34 percent have <br />hearing difficulty. <br />Persons with Disabilities <br />HUD defines a disabled person as having a physical or mental impairment that <br />substantially limits one or more major life activity. The main obstacle to independent living <br />for these adults is not only their disability, but also the lack of financial resources, often due <br />to limited employment opportunities. Additionally, persons with disabilities have high <br />health care costs, are dependent on supportive services, and may require accessibility <br />modifications to accommodate their disability. Based on the 2021, 1-year ACS estimate, of <br />the total Civilian Noninstitutionalized Population age 18 and to 64 in Santa Ana, an <br />estimated 5,477 people are employed and have a disability; 699 are unemployed and have <br />a disability; and 6,501 have a disability and are not part of the labor force. <br />Alcohol and Other Drug Addictions & Mental Illness <br />The Substance Abuse and Mental Health Services Administration (SAMHSA) is the <br />federally-funded institution established to disseminate information on mental disorders, <br />including data on prevalence. Prevalence data is collected through the National Survey on <br />Drug Use and Health (NSDUH) and is calculated for a two-year period. Unfortunately, the <br />EXHIBIT 1
