134 <br />This condition impacts a much smaller, but still <br />significant, number of households than housing <br />cost burden does, twenty-five percent of renter <br />households with incomes at or below 50 percent <br />AMI are living in crowded homes. <br />Relative Basis <br />The development of additional affordable housing <br />units affordable for low- and moderate-income <br />households and individuals is a high priority due to <br />the number of severely cost burdened households. <br />Increasing the supply of affordable housing <br />includes the development of rental housing with <br />long-term affordability covenants and income <br />targeting. To the extent that resources may be <br />leveraged for supportive services, such <br />developments should follow permanent supportive <br />housing models determined to be a national best- <br />practice to address homelessness. Housing over 30 years of age can be <br />presumed to need some form of major <br />rehabilitation, such as roof replacement, foundation <br />work and plumbing systems. Housing over 20 years <br />of age will generally exhibit deficiencies in terms of <br />paint, weatherization, heating/air-conditioning <br />systems, hot water heaters and finish plumbing <br />fixtures.
