The City is responsible for three legally separate entities, which include the Successor Agency to the <br />Redevelopment Agency, the Housing Successor Agency to the Housing Authority, and the Santa Ana <br />Public Financing Authority. <br />In 1952, the City voters approved a Charter and adopted a council-manager form of government. Policy- <br />making and legislative authority are vested in a governing City Council consisting of the Mayor and six <br />Council members. The City Council is the policy-making body responsible for passing ordinances, <br />adopting the budget, appointing committees, and appointing the City Manager, City Attorney, and City <br />Clerk. The City Council is elected on a non-partisan basis. Council members serve a four-year term and <br />are limited to three consecutive terms. The Mayor is elected at-large and has term limits of no more than <br />four (4) two-year terms. As of the 2020 election, council members are now elected by Ward. <br />The City Manager is responsible for implementing City Council's policies and ordinances, and for <br />overseeing daily operations. Additionally, the City Manager is responsible for developing and <br />recommending the City's annual operating budget, which is then submitted to City Council for approval. <br />
