Orange County Conservation Corps <br />Santa Ana Workforce Investment Board - The Youth Service Provider Network <br />Request for Proposal <br />PY 201012011 <br />3. Describe how this program fits in with programs currently being offered by your <br />agency. <br />The Orange County Conservation Corp has incorporated a variety of best practices from various <br />state and national models for youth and workforce development to serve this population. The <br />Corps' basic program design has been in place since 1995; and has expanded and enhanced <br />its WIA program services since the inception of WIA funding in 1998. The Corps' program <br />design provides comprehensive and coordinated activities for at-risk youth to meet and exceed <br />planned expected outcomes in literacy and numeracy gains, attainment of a degree or <br />certificate and placement in employment or post-secondary education. <br />• Participants will have an opportunity to receive classroom tutoring to improve basic <br />reading and math skill levels, if found to be basic skills deficient. <br />• Participants without a high school diploma will be enrolled into the Corps' John Muir <br />Charter School to obtain their high school diploma. <br />• The Corps-2-Career class will help participants to explore future employment, career <br />and educational opportunities. <br />• The Orange County Conservation Corps will provide follow-up services to ensure <br />participants are working towards higher employment earnings and employment retention <br />services in a variety of venues and settings throughout the county. <br />4. Indicate which of the 10 WIA elements the program will offer. <br />The Orange County Conservation Corps program design provides the following WIA elements: <br />1. Tutoring, study skills training, and instruction leading to completion of secondary school, <br />including drop-out strategies; <br />2. Alternative secondary school services; <br />3. Paid and unpaid work experience; <br />4. Occupational skill training; <br />5. Leadership development opportunities; <br />6. Supportive services; <br />7. Adult mentoring; <br />8. Follow up services for a minimum of 12 months after completion; <br />9. Referrals for comprehensive guidance and counseling (i.e. substance abuse, legal, <br />medical, family) <br />The Corps is an open entry and open exit, year round program that normally takes six months to <br />a year to complete. While youth may be hired during the summer, the Orange County <br />Conservation Corps does not technically offer the remaining WIA element - summer <br />employment opportunities. <br />5.
