(2) Uses, activities, and processes shall not operate in a manner <br />that emit dust, fumes, odors, smoke, or particulate matter, unless <br />authorized under Federal, State, or local law. Sources of air <br />emissions shall comply with all rules established by the <br />Environmental Protection Agency (Code of Federal Regulations, <br />Title 40), the California Air Resources Board, and the South Coast <br />Air Quality Management District. <br />(7) (d) Light, Glare, and Heat <br />a. (1) No direct or indirect glare or heat, whether from floodlights or <br />from high-temperature processes (including combustion or <br />welding or otherwise) shall be visible or felt at the property line. <br />b. (2) To ensure that industrial development does not create light and <br />glare nuisances, the following performance standards shall be <br />observed: <br />1. a. Lighting must be shielded, boxed, or directed at a <br />downward angle so as to minimize the generation of <br />light and glare and to ensure that there is no spillover <br />of light and glare that will impact drivers or pedestrians <br />on the public streets, on-site activities, and adjoining or <br />nearby properties. <br />2. b.No activity shall be permitted which causes <br />excessive light and glare to be transmitted or reflected <br />to surrounding properties at a level resulting in <br />detrimental impacts to adjacent properties as <br />determined by the Executive Director of the Planning <br />and Building Agency, or designee. <br />c. (3) Light sources shall generally not be permitted in landscaped, <br />buffer, or setback areas except for those illuminating pedestrian <br />walkways. Lighting used to illuminate parking areas shall be <br />designed, located, and installed to be shielded and down-lit and to <br />reflect away from any nearby residential areas. Lighting for <br />advertising signs shall not create glare or light which extends to <br />surrounding properties. <br />d. (4) No use shall be operated such that significant, direct glare, <br />incidental to the operation of the use, is visible beyond the <br />boundaries of the lot where the use is located. <br />(8) (e) Ground Vibration <br />a. (1) No use shall generate ground vibration perceptible without <br />instruments at any point along the property line of the site except <br />for motor vehicle operations.
