Noncompetitive Proposal: <br />Used when only one provider is capable of delivering the required goods or <br />services. Documentation justifying the noncompetitive nature of the <br />procurement is required. <br />e. Subscription/Contract: <br />Used for long-term agreements or subscriptions for services that are needed o n <br />a continuing basis . <br />f. Property Sharing: <br />Used when WIOA funds will be used to lease , borrow, or share equipment or <br />facilities with other organizations or programs. <br />4. Selection Criteria <br />a. Competitive Process: <br />If a competitive procurement method (RFP, IFB) is used, the procurement <br />process must be conducted in a manner that promotes competition , fairness, <br />and transparency. Contracts should be awarded based on objective criteria, <br />such as cost, experience, and capacity. <br />b. Noncompetitive Process: <br />If a noncompetitive procurement process is used (e.g., for a sole-source <br />provider), the rationale for selecting the provider must be fully documented <br />and justified. <br />c. Cost Considerations: <br />All costs associated with the procurement (including installation, <br />maintenance, taxes, fees) must be included in the request for approval. The <br />provider must be able to deliver the service or product within the proposed <br />budget. <br />5.
