Approve an amendment to the Fiscal Year 2025 -26 Capital Improvement <br />Program to include $375,000 in construction funds for 10th and Flower Street <br />Improvements (Project No. 25-6707). <br /> <br />3. Approve an amendment to the Project Cost Analysis in the amount of $375,000 <br />for a new estimated construction delivery cost of $2,220,898. <br /> <br />MINUTES: Councilmember Bacerra expressed concern and requested clarification <br />regarding the use of contingency funding, noting that while the item references <br />“unforeseen circumstances,” the staff report specifically outlines how the funding is <br />intended to be used. <br /> <br />Public Works Director Nabil Saba explained the meaning behind the contingency <br />funding and the reason for the change order. <br /> <br />City Manager Alvaro Nuñez echoed Director Saba comments. <br /> <br />Councilmember Bacerra suggested referring to the item as a change order rather <br />than contingency funding, as the associated costs appear to be planned and clearly <br />outlined, rather than unforeseen. <br /> <br />Councilmember Hernandez spoke in support of the project. <br /> <br />MOTION: Councilmember Bacerra moved to approve the recommended action <br />for Item No. 15, seconded by Councilmember Hernandez. <br /> <br />The motion carried, 7-0, by the following roll call vote: <br /> <br />AYES: <br /> <br /> <br /> <br />NOES: <br />ABSTAIN: <br />ABSENT: <br />COUNCILMEMBER BACERRA, COUNCILMEMBER <br />HERNANDEZ, COUNCILMEMBER LOPEZ, <br />COUNCILMEMBER PENALOZA, COUNCILMEMBER PHAN, <br />MAYOR PRO TEM VAZQUEZ, MAYOR AMEZCUA <br />NONE <br />NONE <br />NONE <br />Status: 7 – 0 – Pass <br /> <br />16.
