Such merit advancement shall require the following: <br /> 1. There shall be on file in the Office of the Executive Director of Human <br /> Resources a copy of each periodic efficiency or performance report required <br /> to be made on the employee by the Civil Service Rules and Regulations <br /> and/or the City Manager during the period of service time of such employee <br /> subsequent to their last salary advancement. <br /> 2. The Police Chief, at least twenty (20) calendar days prior to the anticipated <br /> completion of such employee's required length of service,shall file with the <br /> City Manager a statement recommending the granting or denial of the step <br /> increase and supporting such a recommendation with specific reasons <br /> therefore. The employee shall be notified of the reasons therefore. <br /> 3. No advancement in salary above the lowest step in the salary rate range of the <br /> designated classification shall become effective until approved by the City <br /> Manager,except when placement on a salary step above the lowest step in the <br /> applicable salary rate range results from promotion under the provisions of <br /> Section 4.10. <br /> B. When an employee has not been approved for advancement to the next higher salary <br /> step,they may be reconsidered for advancement to the next higher step above their <br /> then current step after the completion of three (3) months of additional service and <br /> shall be reconsidered for such advancement after the completion of six(6)months of <br /> additional service. <br /> 4.9. Annual Performance Based Bonus Pay: <br /> Each employee covered by this MOU may be eligible to receive an annual performance <br /> bonus for superior performance as a onetime monetary incentive payment based on a <br /> percentage of current annual rate of base salary in accordance with the following criteria in <br /> Sections 4.9(A)through 4.9(C). <br /> A. Performance Levels <br /> 1. For overall superior performance rated as `5' Significantly Exceeds <br /> Expectations, a one-time monetary incentive payment of five percent(5010). <br /> 2. For overall superior performance rated as `4' .Exceeds Expectations, a one- <br /> time monetary incentive payment of two and one-half percent (2.5%). <br /> 9 <br />
