20. OPERATIONAL REQUIREMENTS OF CITY (2.8 SR) <br /> A. Quality and Service Standards. City shall at all times operate the Premises in a manner <br /> consistent with Clause 3 (USE) and Clause 16 (MAINTENANCE OBLIGATIONS OF CITY — <br /> CONDITIONS AND CARE OF PREMISES). <br /> B. Standards of Operation. City shall operate the Premises in a manner similar to other <br /> comparable facilities in Southern California that offer similar services and amenities. City shall, <br /> at its sole expense,take reasonable steps to provide security measures for the protection of persons <br /> and property within the Premises. <br /> C. Protection of Environment. City shall not permit: <br /> 1. Littering within the Premises. <br /> 2. Excessive noise emanating from the Premises. <br /> 3. Excessive light and glare from light fixtures within the Premises that could affect the <br /> safe operation of automobiles and aircraft in the area. <br /> 4. Discharge or runoff of pollutants, including fertilizer, petroleum products, waste and <br /> debris from any source on the Premises into the waters within or adjacent to the <br /> Premises or other activities that are harmful to water quality. <br /> 5. City shall immediately report any spillage,leakage,or discharge of any toxic,hazardous <br /> or polluting materials to the proper authorities and to District. <br /> Failure by City to comply with A,B and C of this Clause shall result in City Default and District <br /> shall have the right to exercise any remedy available to it by virtue of such City Default in <br /> addition to any District Remedies defined in Clause 32 (DEFAULTS AND REMEDIES). <br /> D. On-Site Management <br /> I. City shall employ and designate to District a competent manager("Facility Manager") <br /> who shall be responsible for the day-to-day operation and maintenance, cleanliness, <br /> and general order of the Premises. Facility Manager shall be vested with the authority <br /> of City with respect to the supervision over the operation and maintenance of the <br /> Premises, including the authority to enforce compliance by City's agents, employees, <br /> subcontractors, concessionaires, or licensees with the terms and conditions of this <br /> Lease and any and all rules and regulations adopted hereunder. City shall notify District <br /> in writing of the name of the Facility Manager currently employed, as well as successor <br /> managers, in the manner as provided in Clause 64 (NOTICES)below. <br /> 2. City agrees to obey, abide by, and be in conformance with all applicable governmental <br /> codes, laws, rules and/or regulations, now or hereafter promulgated, concerning <br /> operations on the Premises. <br /> 21. MECHANICS LIENS OR STOP-NOTICES (2.9 SR) <br /> City shall at all times indemnify, defend with counsel approved in writing by District and save <br /> District harmless from all claims, losses, demands, damages, cost, expenses, or liability costs for <br /> labor or materials in connection with construction, repair, alteration, or installation of structures, <br /> improvements, equipment, or facilities within the Premises, and from the cost of defending against <br /> 3/2/2026 Page 1 1 of 41 Lease Number <br /> Agency/Program Standard Revenue Lease Form <br />
