Agreement #W7-GJC-10 <br />City of Santa Ana <br />EXHIBIT A-1 <br />TO WIA COST REIMBURSEMENT AGREEMENT <br />GREEN JOBS CORPS <br />AUGUST 1, 2009-MARCH 31, 2011 <br />GENERAL PROGRAM REQUIREMENTS <br />C. That no person or employee shall otherwise publish or disclose, use, or <br />permit, cause to be published, disclosed or used, any confidential <br />information pertaining to applicants, participants, or customers overall. <br />D. That files are kept in a secure location on site and should not be removed <br />for any reason unless authorized by OCWIB Contract Administrator. <br />E. To abide by the current confidentiality provisions of respective statutes <br />and share information necessary for the administration of programs <br />operated through the OCWIB. <br />F. To abide by EDD Information Bulletin #WIAB02-78 Identity Theft. <br />VII. NON-DISCRIMINATION AND GRIEVANCE PROCEDURES <br />A. In the event individuals accessing the program file a program grievance or <br />discrimination complaint, the process for filing grievances shall be <br />determined by the services the individual received and the matter about <br />which the grievance is filed. Contractor agrees to process and resolve <br />grievances regarding their own programs. Individuals, who seek to file a <br />grievance with respect to services funded under this Agreement about <br />program service, or file a grievance against the Contractor, shall be <br />subject to the WIA grievance procedures of the funding source. <br />B. Contractor shall keep a current copy of their non-discrimination and <br />grievance policy and procedure on file at the OCWIB Office at all times. <br />C. Contractor shall adhere to OCWIB Information Notices 06-OCWDA-05 <br />and 08-OCWDA-17, any subsequent updates. <br />VIII. OPERATIONS <br />A. Contractor shall be responsible to train all staff assigned to the OCGJC <br />Project including subcontractor(s), if any and partner agency personnel, in <br />all program rules, regulations, policies and procedures including but not <br />limited to eligibility, case management, JTA, MIS, targeted recruitment and <br />completion of required forms and reports. <br />B. Contractor shall be responsible to keep current on and implement all EDD <br />Directives and Bulletins, U.S. DOL Training and Employment Guidance <br />Letters (TEGLs), Information Notices (TEINs), Technical Assistance <br />Guides (TAGS), State of California - Health and Human Services Agency <br />Department of Social Services Notices and Directives and OCWIB <br />Policies and Procedures. <br />C. Contractor shall establish operating agreements with OCWIB One Stop <br />Centers and Business Service Centers in Contractor's area of service to <br />WIA Cost Reimbursement Agreement - Green Jobs Corps Exhibit A-1 <br />Page 5 of 8
