EXHIBIT 2 <br /> 131 CEQA ENVIRONMENTAL PLANNING SERVICES—PART 2. <br /> 131.1 Technical Memorandum in Support of a Categorical Exemption (CE) . <br /> ECORP will update the previously prepared technical memorandum substantiating the <br /> Categorical Exemption (CE) class. It is anticipated that the proposed project is exempt <br /> from CEQA under Class 32 (In-Fill Development Projects). Class 32 consists of projects <br /> characterized as in-fill development meeting the conditions described below: <br /> (a)The project is consistent with the applicable general plan designation and all <br /> applicable general plan policies as well as with applicable zoning designation and <br /> regulations. <br /> (b)The proposed development occurs within city limits on a project site of no more <br /> than five acres substantially surrounded by urban uses. <br /> (c)The project site has no value as habitat for endangered, rare or threatened <br /> species. <br /> (d)Approval of the project would not result in any significant effects relating to <br /> traffic, noise, air quality, or water quality. <br /> (e)The site can be adequately served by all required utilities and public services. <br /> The memorandum will include substantiating language describing how the Project meets <br /> conditions (a)through (e) above. <br /> In response to condition (c) publicly available information on biological resources at the <br /> site will be collected using public databases including California Department of Fish and <br /> Wildlife's (CDFW) California Natural Diversity Data Base (CNDDB), California Native Plant <br /> Society's Electronic Inventory, range maps for special-status species, the National Wetland <br /> Inventory, and other documentation pertinent to the region.The search will identifythe <br /> approximate locations of known or expected sensitive biological resources and habitats <br /> located with respect to the project site. <br /> The memorandum will also address exceptions (a)through (f) of CEQA Guideline 15300.2. <br /> The exceptions include: <br /> (a) Location <br /> (b) Cumulative Impact <br /> (c) Significant Effect <br /> (d) Scenic Highways <br /> (e) Hazardous Waste Sites <br /> (f) Historical Resources <br /> ECORP previously conducted a records search of the Project Area at the South Central <br /> Coastal Information Center(SCCIC) of the California Historical Resources Information <br /> SASB PLAZA DEMO ASR 01 B—PART 2 GROUP 4 ARCHITECTURE 2026-02-23 Page 3 of 10 <br />
