EXHIBIT 2 <br /> System at California State University, Fullerton on September 15, 2025 in support of the <br /> architectural history evaluation of the Orange County Civic Center.As these results are still <br /> considered current, ECORP will utilize this record search results to complete an updated <br /> records search summary in response to exception (f).A new search of the Sacred Lands <br /> File (SLF)will also be requested from the Native American Heritage Commission (NAHC) in <br /> Sacramento. The search will identify any known sensitive or sacred Native American <br /> resources located within or near the project area.The results of the new SLF search will be <br /> included in the record search summary. <br /> The paleontological records search and literature review conducted in 2024 for the <br /> previous Project will be utilized for the proposed Project. The records search includes a <br /> review of known fossil localities in the project vicinity and an assessment of the potential <br /> for the project area to contain buried paleontological resources based on geologic maps of <br /> the region.A summary letter report has already been prepared to document the results of <br /> the records search. <br /> The previously conducted Biological Resources Literature Review will be utilized for the <br /> Project. <br /> To address the Project's potential impacts regarding historical resources, ECORP will utilize <br /> the historical analysis that has been conducted in 2025 for the Project.The results of this <br /> report will be incorporated into the CE analysis for the Project. <br /> 131. 2 Air Quality Study <br /> As part of the Technical Memorandum ECORP will perform short-term emissions modeling <br /> for the Project using CaIEEMod which would assess potential air quality and greenhouse <br /> gas impacts from demolition of the plaza. The results of the modeling will be appended to <br /> the Technical Memorandum. <br /> B1.3 CEQA Categorical Exemption <br /> The proposed project is likely exempt from CEQA under Class 32: In-Fill Development <br /> Projects (CEQA Guidelines Section 15332).The City of Santa Ana Department of Public <br /> Works will serve as the CEQA Lead Agency. ECORP will update the previously prepared <br /> Exemption Form from Appendix E of the CEQA Guidelines. This form will be filed at the <br /> Orange County Clerk's office and the State Clearinghouse.
