EXHIBIT 2 <br /> F. Risk Assessment <br /> The Consultant shall identify all material risks and harms to the project and the strategies <br /> that the lead agency and any project partners need to undertake or will undertake to mitigate <br /> those risks,and describe the potential effects of each risk(if any)on meeting the key project <br /> delivery schedule milestones presented in the Proposed Schedule. The Consultant shall <br /> assess the greatest risks to the project and identify how the project parties will mitigate <br /> those risks. A report detailing identified risks shall be prepared by the Consultant and <br /> update throughout the project implementation. <br /> 2. DATA COLLECTION <br /> The Project shall involve the review and assimilation of a large amount of existing data and <br /> the generation of new data. The Consultant shall perform all research of agency records, as <br /> necessary, to secure the information, clearances, and/or plan review services required to <br /> identify, locate, and accurately layout all of the improvements above and underground within <br /> City ROW; private properties affected with the Project; SCRRA; County of Orange; and with <br /> Caltrans ROW, Consultant shall accurately layout easements, centerline, ROW, addresses and <br /> private property lines. <br /> Perform research of records including utilities and other agency records as necessary to secure <br /> information required to identify, locate, and accurately layout all existing utilities, <br /> improvements, easements, and rights-of-way within project limits that may interfere with the <br /> proposed improvements. The information to be researched shall be, as a minimum, the <br /> following: <br /> • Review existing utility and street record drawing plans. <br /> • Perform utility investigation/utility coordination and provide utility relocation <br /> recommendations. <br /> • Perform an existing utility easement investigation (Prior Rights for proposed <br /> relocation). <br /> Coordinate with Consultant's Right-of-Way Acquisition subconsultant to perform field <br /> investigation and measurement to assess existing site conditions. <br /> • Provide a copy of all utility notifications and responses prior to first progress payment <br /> request. <br /> Coordination ROW permits <br /> The Consultant shall determine the ownership rights (utilities in their own easement or utilities <br /> by City franchise agreement) of utilities affected by Project construction and shall coordinate <br /> and notify the City if any costs are to be paid by the City for utility relocations early in the <br /> design process. The Consultant shall track the progress/schedule of the utility company <br /> relocation plan preparation in order to have the utility facility relocated prior to construction <br /> (preferred) or to ensure final approved utility relocation plans are attached to the City <br /> construction plans including the number of working days required by the Utility to construct <br /> their facilities clearly identified in the Special Provisions. A utility matrix shall be prepared <br /> listing the facility type, construction material, location/depth and disposition of utilities within <br /> the Project limits. <br />
