6. ENVIRONMENTAL DOCUMENTATION (ED) <br />A Project Study Report Equivalent (PSRE) was completed and the project was cleared <br />environmentally in 2014 (Appendix _). Coordination with the appropriate federal agencies <br />is required to determine if an Environmental Revalidation or other appropriate level of <br />clearance is necessary based on the passage of time and changed conditions to the project site. <br />The project funding plan includes Federal, State, and Local funds; therefore, preparation of <br />documents and studies for obtaining compliance with NEPA are required. As all the project <br />funding sources have not been finalized and additional grants are required, the Consultant shall <br />assume NEPA compliance with environmental requirements for both Federal Rail <br />Administration and Federal Highway Administration. <br />Since the Project is expected to eliminate an existing grade crossing, it is anticipated that the <br />Project shall be statutorily exempt from compliance with CEQA. However, in order to ensure <br />the City is minimizing potential effects on environmental resources, businesses and residents <br />in the area, the Project shall require all technical studies that are typically performed as part of <br />the environmental documentation process. <br />The Consultant shall prepare a thorough project description defining the limits of project - <br />related activities, which shall be used as the basis for environmental technical studies <br />conducted for this project. Pursuant to section 21080.13 of the California Environmental <br />Quality Act (CEQA) and CEQA Guidelines Section 15282(g), the state legislature has <br />determined that railroad grade separations shall be statutorily exempt from CEQA <br />documentation and public disclosure requirements. Accordingly, a more formal CEQA <br />environmental document is not required for this project. However, in certain instances and at <br />the discretion of the sponsoring agency, it is sometimes prudent to undertake certain, limited <br />environmental studies in order to better understand and manage the consequences of a <br />particular proposed railroad grade separation. Such is the case for the Santa Ana Blvd. Grade <br />Separation, for which the City and Caltrans has determined that certain selected studies should <br />be undertaken. This scope of work responds to that decision. <br />As part of the scope of services, the Consultant shall prepare a Notice of Exemption (NOE) <br />and provide to the City for approval and submittal to the State Clearinghouse. In addition, once <br />biological, cultural, noise, and community impact reports have been completed and approved <br />by the City, the Consultant shall prepare a letter report summarizing the findings of these <br />reports, as well as general information related to public outreach that was conducted in support <br />of the project. <br />Consultant shall develop Project Vicinity and Project Location Maps, as well as a set of maps that <br />clearly shows the location and features of the alternative under consideration. Additionally, base <br />mapping of the environmental components/data. These components/data include Section <br />hazardous materials sites, and land uses and right-of-way sites. Data from publicly available <br />sources shall be used and adjusted, where appropriate, based on field surveys and observations <br />conducted by the Consultant. <br />Environmental Clearance, Technical studies and other information may be required to be <br />prepared include, but not limited to the following: Natural Environment Studies, Biological <br />
