Noise StudylNoise Abatement Decision Report, <br />Air Quality Study, Water Quality Study, Hazardous Waste/Material Phase II Study, <br />Paleontology Study, Wetland Assessments, Protocol Surveys, Tribal Cultural Resources, <br />Archeological Survey Report or other required studies. <br />Traffic/Circulation Study Update <br />In addition to the studies identified above, a focused traffic study is required that documents the <br />methodology and results of an analysis performed to evaluate traffic operations for the proposed <br />grade separation of the existing Santa Ana Boulevard/Orange County Transportation Authority <br />(OCTA) Metrolink at -grade crossing in the City of Santa Ana, Orange County, California. The <br />previous Traffic/Circulation Study, conducted in May 2012, evaluated a six -lane Santa Ana <br />Boulevard (Major Arterial). However, the City of Santa Ana adopted the General Plan Mobility <br />Element Update in April 2022. As part of that update, Santa Ana Boulevard between Santiago <br />Street and the Interstate 5 (I-5) southbound off -ramp is proposed to be a four lane Primary <br />Arterial per the Master Plan of Streets and Highways. The traffic study will therefore need to <br />be updated to reflect a four -lane section of Santa Ana Boulevard. The project description is as <br />follows: <br />• East leg of Santiago Street/Santa Ana Boulevard to provide one left -turn, two throughs, <br />and one right -turn lane <br />• Termination of Logan Street north of Santa Ana Boulevard via construction of cul-de-sac <br />• Intersection of Fuller Street/Santa Ana Boulevard: <br />o One NB shared left/through/right <br />o One SB shared left/through/right <br />o One EB left -turn lane, one EB through lane, and one EB shared through/right-turn <br />lane <br />o One WB left -turn lane, one WB through lane, and one WB shared through/right- <br />turn lane <br />• West leg of I-5 SB off-ramp/Santa Ana Boulevard to provide dual left -turns and two <br />through lanes <br />• Focused Traffic Study Scenarios <br />1. Existing Conditions: This section will present an overview of the existing roadway <br />system, transit network, and pedestrian/bicycle facilities within the study area, along <br />with existing traffic volumes, and intersection and roadway levels of service. <br />2. Opening Year Conditions: Document methodology utilized to develop background <br />opening year traffic forecasts, including ambient growth rates and traffic from future <br />development projects <br />3. Future Year Conditions: Future year conditions to be based on OCTA's latest travel <br />demand model, Orange County Transportation Analysis Model (OCTAM). <br />4. Existing plus Construction Conditions: An analysis of potential impacts during <br />construction of the proposed project (i.e., temporary reduction in capacity). <br />5. Opening plus Project Conditions: Opening year traffic volumes with project roadway <br />configuration. <br />
