SCOPE OF SERVICES <br />Task 1 Project Administration <br />1.1 Project Management & Administration <br />Mark Thomas will be responsible for the daily <br />management and administration of the project, <br />including subconsultants. <br />1.2 Project Management Plan (PMP)IQualty <br />Management Plan (QMP) <br />This task will include the preparation of a Project - <br />specific Project Management Plan (PMP) to the <br />City for review and concurrence within one month <br />of receiving Notice to Proceed and will be reviewed <br />at the first PDT meeting. At a minimum, the PMP <br />will include: <br />• The final scope of services <br />• Communication plan between Mark <br />Thomas, City and other third -party <br />stakeholders. <br />• Deliverables List consistent with the scope <br />of services including dates submitted by <br />Mark Thomas and approved by the City (or <br />approving agency). <br />• Baseline Schedule using Microsoft Project <br />and in a Critical Path Method (CPM) <br />format. <br />• CADD Procedures consistent with the City <br />CADD Users Manual <br />• Approved Invoicing Instructions. <br />• List of Applicable Design Standards and <br />Guidelines to be utilized in the project. <br />• General Prevailing Wage Determinations <br />for applicable classifications and services. <br />Mark Thomas will prepare, implement and <br />maintain a Project -specific Quality Management <br />System (QMS) Manual throughout the services for <br />this scope of work. The QMS Manual will be <br />updated as necessary to include additional <br />measures and processes throughout the life of the <br />project to minimize or eliminate errors and <br />omissions. Mark Thomas will submit the Project - <br />specific QMS Manual for review and concurrence <br />within one month of receiving Notice to Proceed. <br />Training will be provided„ as necessary, with Mark <br />Thomas staff and sub -consultants staff responsible <br />for implementing the QMS Manual. <br />CITY OF SANTA ANA <br />SANTA ANA BOULEVARD GRADE SEPARATION <br />HARK THOHAS <br />1.3 Project Meetings <br />Mark Thomas will lead Project Development Team <br />(PDT) meetings throughout the Environmental, <br />Right of Way, and Plans/Specifications/Estimate <br />(PSE) phases of the Project. PDT meetings will <br />include representatives from the City and other <br />stakeholders as appropriate and as requested by <br />the City. This task includes preparation of <br />agendas, meeting minutes within seven (7) days of <br />the meeting date, log of action items, data request <br />log, and design decision log. Current copies of the <br />Baseline Schedule, Deliverables List and Risk <br />Register will be distributed and reviewed during <br />PDT meetings. Assumed number of meetings is <br />twenty-four (24). <br />1.4 Progress Reporting <br />Mark Thomas will prepare monthly invoices for the <br />Project by task number and milestone. This will <br />include direct labor, other direct costs, and sub - <br />consultant costs. These will include progress <br />reports in accordance with the City guidelines <br />corresponding to task number and milestones. <br />Updated schedule will be included with the monthly <br />progress reports. <br />1.6 Schedule <br />A detailed baseline schedule will be prepared in <br />MS Project for the design phase of the project for <br />City review and approval. The schedule will be <br />updated on a monthly basis. <br />1.6 Risk Assessment <br />Risk Register identifying risk, quantifying time and <br />cost impacts, risk owner, risk mitigation plan, due <br />and completion dates for risk mitigation <br />Task 1 Deliverables: <br />• Draft and Final PMP & QMP <br />• Meeting Agendas, Minutes & Exhibits <br />• Progress Reports <br />• Baseline Schedule and Monthly Updates <br />• Risk Matrix <br />Task 1 Assumptions: <br />• The basis for the scope of services is a 24 <br />month period for the final design, excluding <br />bid and construction support. <br />
