SCOPE OF SERVICES
Task 2 Data Collection
Provide the necessary research and field activity to
establish the project baseline conditions. Our in-
house SUE services will benefit the utility locating
on -site, supplemented by potholing.
2.1 Records Research
Mark Thomas will field walk site and inventory
visible utility, topography, drainage, and other
notable features. Research will include City
roadway, drainage, utility record maps and as -built
improvement plans as well as information found
from the County of Orange, OCTA and Metrolink.
This information will be organized and compiled
into a Records Research Package.
Additionally, Mark Thomas will generate field
notes, a 360-Degree Photograph Log with GIS
mapping link, and project control report.
Deliverables
• Field notes
• Listing of found record documents and as-
builts
• Photo log and link to online 360-degree
photographs
2.2 Right of Way Mapping (Landnet)
Mark Thomas will perform research at the County
of Orange to obtain available record mapping such
as Tract Maps, Parcel Maps, Records of Surveys,
Corner Records and Tie Notes, as well as
available As -Built maps, showing street and alley
centerlines as well as rights of way. Mark Thomas
will review and analyze the property records,
easements, corner records, record maps,
centerline ties, and as -built information obtained.
Mark Thomas to acquire up to twenty (20)
Preliminary Title Reports (PTR) for further
boundary analysis and plotting of existing
easements as shown in said PTRs. Mark Thomas
to prepare preliminary right of way basemap based
on GIS and calculated record data.
Field crews will recover or re-establish a sufficient
number of survey monuments to plot centerlines
and right-of-way lines from record information.
Mark Thomas will deploy field crews to locate
appropriate centerline, right of way, and property
corner monumentation within the Project Limits
CITY OF SANTA ANA
SANTA ANA BOULEVARD GRADE SEPARATION sa
MARK THOMAS
and retracement area generally shown in Figure 1.
We estimate locating up to forty (40) monuments
or centerline tie references for this effort. Mark
Thomas will then delineate the street centerline
and rights of way, and the railroad centerline and
right of way, to approximately 200' feet outside the
Project Area as shown in Figure 1.
All results will be depicted in a LandNet Base Map
and distributed to the project team to be used as
the basis of existing street centerlines, rights of
way, easements and property lines used in all
property acquisition efforts.
Deliverables
Maximum of twenty (20) Preliminary Title
Reports
Points file and field notes of found
monumentation and ties
Right -of -Way Basemap LandNet file in
AutoCAD, PDF formats
2.3 Initial Utility Coordination
Initial Utility Coordination Using CivilGrid, Mark
Thomas will submit "A" Letters to utility companies
to notify them of the proposed project and request
as-builts and record maps. The city or county
owned utilities will be entered into a spreadsheet
(utility matrix) along with the private utilities, and
street or public works improvement plans will be
requested (if applicable). Mark Thomas will
compile a master list of the potential private and
public utilities that may be affected by the
proposed Project area in the utility matrix to track
the status of record requests. The matrix will
identify the potential utilities, the contact
information, critical dates, and correspondence.
The history of requests and the records received
shall be entered into the utility matrix.
Mark Thomas will organize the as-builts and utility
records received in response to the documented
requests tracked by the utility matrix. Mark
Thomas makes up to three attempts to contact
each utility during the project duration and the log
of correspondence along with a lack of response
will be noted in the utility matrix.
Based on the proposed project layout, utility
information, mapping and SUE identification,
potholing will be provided up to an assumed forty
