SCOPE OF SERVICES <br />Task 2 Data Collection <br />Provide the necessary research and field activity to <br />establish the project baseline conditions. Our in- <br />house SUE services will benefit the utility locating <br />on -site, supplemented by potholing. <br />2.1 Records Research <br />Mark Thomas will field walk site and inventory <br />visible utility, topography, drainage, and other <br />notable features. Research will include City <br />roadway, drainage, utility record maps and as -built <br />improvement plans as well as information found <br />from the County of Orange, OCTA and Metrolink. <br />This information will be organized and compiled <br />into a Records Research Package. <br />Additionally, Mark Thomas will generate field <br />notes, a 360-Degree Photograph Log with GIS <br />mapping link, and project control report. <br />Deliverables <br />• Field notes <br />• Listing of found record documents and as- <br />builts <br />• Photo log and link to online 360-degree <br />photographs <br />2.2 Right of Way Mapping (Landnet) <br />Mark Thomas will perform research at the County <br />of Orange to obtain available record mapping such <br />as Tract Maps, Parcel Maps, Records of Surveys, <br />Corner Records and Tie Notes, as well as <br />available As -Built maps, showing street and alley <br />centerlines as well as rights of way. Mark Thomas <br />will review and analyze the property records, <br />easements, corner records, record maps, <br />centerline ties, and as -built information obtained. <br />Mark Thomas to acquire up to twenty (20) <br />Preliminary Title Reports (PTR) for further <br />boundary analysis and plotting of existing <br />easements as shown in said PTRs. Mark Thomas <br />to prepare preliminary right of way basemap based <br />on GIS and calculated record data. <br />Field crews will recover or re-establish a sufficient <br />number of survey monuments to plot centerlines <br />and right-of-way lines from record information. <br />Mark Thomas will deploy field crews to locate <br />appropriate centerline, right of way, and property <br />corner monumentation within the Project Limits <br />CITY OF SANTA ANA <br />SANTA ANA BOULEVARD GRADE SEPARATION sa <br />MARK THOMAS <br />and retracement area generally shown in Figure 1. <br />We estimate locating up to forty (40) monuments <br />or centerline tie references for this effort. Mark <br />Thomas will then delineate the street centerline <br />and rights of way, and the railroad centerline and <br />right of way, to approximately 200' feet outside the <br />Project Area as shown in Figure 1. <br />All results will be depicted in a LandNet Base Map <br />and distributed to the project team to be used as <br />the basis of existing street centerlines, rights of <br />way, easements and property lines used in all <br />property acquisition efforts. <br />Deliverables <br />Maximum of twenty (20) Preliminary Title <br />Reports <br />Points file and field notes of found <br />monumentation and ties <br />Right -of -Way Basemap LandNet file in <br />AutoCAD, PDF formats <br />2.3 Initial Utility Coordination <br />Initial Utility Coordination Using CivilGrid, Mark <br />Thomas will submit "A" Letters to utility companies <br />to notify them of the proposed project and request <br />as-builts and record maps. The city or county <br />owned utilities will be entered into a spreadsheet <br />(utility matrix) along with the private utilities, and <br />street or public works improvement plans will be <br />requested (if applicable). Mark Thomas will <br />compile a master list of the potential private and <br />public utilities that may be affected by the <br />proposed Project area in the utility matrix to track <br />the status of record requests. The matrix will <br />identify the potential utilities, the contact <br />information, critical dates, and correspondence. <br />The history of requests and the records received <br />shall be entered into the utility matrix. <br />Mark Thomas will organize the as-builts and utility <br />records received in response to the documented <br />requests tracked by the utility matrix. Mark <br />Thomas makes up to three attempts to contact <br />each utility during the project duration and the log <br />of correspondence along with a lack of response <br />will be noted in the utility matrix. <br />Based on the proposed project layout, utility <br />information, mapping and SUE identification, <br />potholing will be provided up to an assumed forty <br />
