SCOPE OF SERVICES
(40) potholes at relocation tie-ins and areas of
potential vertical conflict with the proposed
improvements. Potholes will provide traffic control
per WATCH Manual.
Task Deliverables
• Utility Matrix summarizing research source
and findings
• Utility Mapping
• Utility Potholing Log & Survey
2.3 Subsurface Utility (SUE) Investigations
Mark Thomas will conduct utility detection and
marking services to provide Subsurface Utility
Engineering (SUE) Quality Level B (QL-B) surface
markings for underground utilities that shall be
derived from electromagnetic induction and GPR
readings. Findings will be documented in the field
using Paint, Flags, and/or whiskers.
A rodder will be used to trace out the Sewer/Storm
lines if unable to be seen with GPR. Utilities will be
marked in Pink, identifying them as survey marking
and dotted in USA color code. Depths will be
added on ground wherever possible, depending on
signal received by the EM locator or GPR. Any
issues will be reported to the client and
documented in the report. Upon completion of the
SUE efforts, the utility markings will be surveyed
and included in our utility mapping effort.
This information will be cross-checked with the
information received from the utility owners to
ensure the existing utility lines are shown in their
proper locations. It is assumed there will be no
more than three (3) field mobilizations for this task
Mark Thomas to provide existing utility base map
for all existing underground and overhead utilities,
based on utility data collected from document
research, surveyed locations of surface utilities,
and USA dig alert markings. Utility base map shall
be incorporated into the project survey file.
Task Deliverables
• Underground Utility Locating Report and
Daily Log(s) in PDF format
Task 3 Coordination
Mark Thomas will lead the overall coordination
efforts with the project stakeholders and
CITY OF SANTA ANA
SANTA ANA BOULEVARD GRADE SEPARATION
MARK THOMAS
community, including in-house generated graphics
for the community engagement.
3.1 City Departments
Coordination will be provided with various City
departments, outside of Public Work, for the
project. This may include the City Manager's office,
City Commissions or Council meetings and
briefings, and the Building Department plan check
process for the pump station and/or
remodel/refacing of the SARTC pedestrian
entrance and canopy, as needed.
3.2 SCRRAIMetrolink
Provide SCRRAIMetrolink coordination, permitting
interface support, and railroad requirements
confirmation for the project.
Coordinate SCRRA review cycles and comment
resolution related to track restoration and railroad
modifications.
Coordinate railroad constraints and operational
considerations that affect design development and
construction staging.
Provide SCRRA interface support for all railroad -
related submittals and approvals.
3.3 CPUC
Provide coordination with the CPUC, including the
diagnostic meetings, in support of the General
Order 88-B (GO 88-B) process for the modification
of an at -grade crossing.
3.4 Caltrans
The improvements within Caltrans right of way are
expected to be limited to traffic signal
modifications, striping modifications and traffic
control during construction. As such, it is expected
that the project will only require an encroachment
permit through the District 12 Local Assistance
unit. Efforts will include meetings and coordination
leading up to the permit application. Higher level
project documents such as a Design Engineering
Evaluation Report (DEER) or full project oversight
are excluded.
3.6 OCTA
As OCTA owns the railroad right of way,
coordination will be required throughout the project
design. Mark Thomas will respond to comments
