SCOPE OF SERVICES
<br />align with major Project milestones, including
<br />Project introduction and environmental scoping,
<br />environmental review and alternatives evaluation,
<br />design development and refinement, and final
<br />design and construction readiness.
<br />All outreach materials and engagement activities
<br />will be provided in English and Spanish, with
<br />bilingual staff available to support meeting
<br />participation. We will lead meeting logistics and
<br />materials development, including venue
<br />coordination, sign -in sheets, wayfinding, comment
<br />cards, and related support. The Team will remain
<br />flexible and may incorporate virtual meeting
<br />formats if directed by the City to enhance
<br />accessibility and participation.
<br />Meetings will provide opportunities for community
<br />members to review project information, ask
<br />questions, and provide input at each stage of
<br />project development. Public feedback will be
<br />documented and summarized following each
<br />meeting, with summaries coordinated with the City
<br />and consultant team to inform environmental
<br />documentation, design refinement, and project
<br />decision -making.
<br />This scope of work assumes that community
<br />meetings will not require a formal scoping meeting
<br />or Public Hearing process as part of NEPA,
<br />including legal notice, court reporting, formal
<br />comment collection, etc. However, we are
<br />prepared to support the City if that need arises.
<br />Up to 16 Stakeholder Briefings are provided,
<br />including City Council and Planning Commission
<br />briefings. These engagements will be tracked in a
<br />log for public record.
<br />Individual outreach summaries will be prepared for
<br />each community meeting, event, and activity, as
<br />needed. A comprehensive Final Outreach Report
<br />will also be prepared at the conclusion of the
<br />engagement program, documenting all outreach
<br />activities, notifications, participation metrics, and
<br />key themes for the project record.
<br />3.8 Supporting Graphics
<br />Mark Thomas shall develop coordinated three-
<br />dimensional (3D) visualization materials to support
<br />design development, agency coordination, and
<br />community engagement. The Graphics Team shall

<br />prepare a detailed 3D model using Autodesk 3DS
<br />Max and Unreal Engine that reflects existing and
<br />proposed conditions, including roadway geometry,
<br />bridge and structural elements, transit facilities,
<br />pedestrian and bicycle infrastructure, grading,
<br />landscaping, lighting, and key streetscape
<br />features. The model shall be developed to
<br />accurately convey the scale, materials, spatial
<br />relationships, and shall be developed to support
<br />visualization of the overall character and user
<br />experience of the proposed improvements.
<br />From the developed 3D model, the Graphics Team
<br />shall prepare high -quality still renderings and an
<br />interactive 3D visualization model suitable for
<br />public meetings, City presentations, and
<br />stakeholder coordination. The interactive model
<br />shall be deployed using Pixel Streaming to allow
<br />web -based access through standard internet
<br />browsers without the need for specialized
<br />software. Select visualization content may also be
<br />incorporated into an ArcGIS StoryMap to support
<br />public -facing communication. Visualization updates
<br />and revisions shall be coordinated with the design
<br />team and incorporated at key project milestones.
<br />Cloud -based hosting and access to the interactive
<br />model shall be provided for approximately 24
<br />months.

<br />4.1 Design Exceptions —City
<br />A design memorandum will be prepared for the
<br />City that documents the design guidance and
<br />standards utilized for the project, including
<br />Caltrans, AASHTO, PROWAG and NACTO.
<br />4.2 Design Exceptions — SCRRA
<br />Prepare design exceptions for elements not
<br />meeting the Metrolink or AASHTO standards,
<br />including calculations, exhibits, etc. as necessary
<br />to support the exception and waiver requests.
