SCOPE OF SERVICES
align with major Project milestones, including
Project introduction and environmental scoping,
environmental review and alternatives evaluation,
design development and refinement, and final
design and construction readiness.
All outreach materials and engagement activities
will be provided in English and Spanish, with
bilingual staff available to support meeting
participation. We will lead meeting logistics and
materials development, including venue
coordination, sign -in sheets, wayfinding, comment
cards, and related support. The Team will remain
flexible and may incorporate virtual meeting
formats if directed by the City to enhance
accessibility and participation.
Meetings will provide opportunities for community
members to review project information, ask
questions, and provide input at each stage of
project development. Public feedback will be
documented and summarized following each
meeting, with summaries coordinated with the City
and consultant team to inform environmental
documentation, design refinement, and project
decision -making.
This scope of work assumes that community
meetings will not require a formal scoping meeting
or Public Hearing process as part of NEPA,
including legal notice, court reporting, formal
comment collection, etc. However, we are
prepared to support the City if that need arises.
Up to 16 Stakeholder Briefings are provided,
including City Council and Planning Commission
briefings. These engagements will be tracked in a
log for public record.
Individual outreach summaries will be prepared for
each community meeting, event, and activity, as
needed. A comprehensive Final Outreach Report
will also be prepared at the conclusion of the
engagement program, documenting all outreach
activities, notifications, participation metrics, and
key themes for the project record.
3.8 Supporting Graphics
Mark Thomas shall develop coordinated three-
dimensional (3D) visualization materials to support
design development, agency coordination, and
community engagement. The Graphics Team shall
CITY OF SANTA ANA 11IL19
SANTA ANA BOULEVARD GRADE SEPARATION 0 IN
HARK THOHAS
prepare a detailed 3D model using Autodesk 3DS
Max and Unreal Engine that reflects existing and
proposed conditions, including roadway geometry,
bridge and structural elements, transit facilities,
pedestrian and bicycle infrastructure, grading,
landscaping, lighting, and key streetscape
features. The model shall be developed to
accurately convey the scale, materials, spatial
relationships, and shall be developed to support
visualization of the overall character and user
experience of the proposed improvements.
From the developed 3D model, the Graphics Team
shall prepare high -quality still renderings and an
interactive 3D visualization model suitable for
public meetings, City presentations, and
stakeholder coordination. The interactive model
shall be deployed using Pixel Streaming to allow
web -based access through standard internet
browsers without the need for specialized
software. Select visualization content may also be
incorporated into an ArcGIS StoryMap to support
public -facing communication. Visualization updates
and revisions shall be coordinated with the design
team and incorporated at key project milestones.
Cloud -based hosting and access to the interactive
model shall be provided for approximately 24
months.
Task Deliverables:
• Meeting Agendas, Minutes & Exhibits
• Public Outreach Plan, Collateral Materials
• Photosimulations, Renderings, interactive
3D visualization model
Task 4 Standards
4.1 Design Exceptions —City
A design memorandum will be prepared for the
City that documents the design guidance and
standards utilized for the project, including
Caltrans, AASHTO, PROWAG and NACTO.
4.2 Design Exceptions — SCRRA
Prepare design exceptions for elements not
meeting the Metrolink or AASHTO standards,
including calculations, exhibits, etc. as necessary
to support the exception and waiver requests.
It is assumed that up to three SCRRA Form DPM-
13: ,Request for Special Consideration for items
