SCOPE OF SERVICES <br />Escrow Coordination <br />Once an offer has been accepted and the <br />purchase agreement approved by the City, <br />Monument will coordinate escrow and title <br />activities to support the timely and compliant <br />closeout of the acquisition. This process includes <br />the following steps: <br />• Transmit original executed acquisition <br />documents to the escrow company and <br />request an updated Preliminary Title Report <br />from the title company <br />• Review the updated title report and prepare <br />a memorandum identifying any <br />disapproved title exceptions <br />• Coordinate with the escrow company as <br />escrow instructions are prepared and <br />transmitted, including delivery of the <br />purchase contract to the title company <br />• Support escrow in satisfying monetary <br />liens, prorating taxes, and clearing adverse <br />title exceptions and encumbrances <br />• Coordinate with the City for the deposit of <br />estimated closing funds into escrow upon <br />escrow's request <br />• Provide ongoing support to the escrow <br />officer to facilitate the execution of escrow <br />instructions, title clearance documentation, <br />and the processing of wire transfers <br />• Confirm recordation of deeds and issuance <br />of title insurance policies upon close of <br />escrow <br />Deliverables <br />• Escrow Coordination for up to 13 <br />transactions <br />Certification <br />Monument will assist the City with the preparation <br />and submission of all required Caltrans Right -of - <br />Way Certification forms and supporting <br />documents. Monument will coordinate with <br />Caltrans staff to address any questions or <br />concerns and will assist the City to ensure the <br />ultimate acceptance and approval of the <br />Certification. Specifically, Monument will: <br />• Draft, review and revise Right -of -Way <br />Certification forms. <br />CITY OF SANTA ANA `A <br />SANTA ANA BOULEVARD GRADE SEPARATION a ,Im <br />MARN.THOMAS <br />• Compile and submit all supporting property <br />acquisition, relocation, and other applicable <br />documents. <br />• If necessary, coordinate with relevant <br />parties to compile and submit utility <br />coordination back-up documents. <br />• Coordinate with Caltrans staff to facilitate <br />the timely review and approval of <br />Certification. <br />• Coordinate and attend up to 3 meetings <br />with Caltrans staff to review and discuss <br />Certification forms and/or supporting <br />documentation. <br />• Hold up to 3 meetings with the project team <br />to monitor certification progress and <br />schedule. <br />Deliverables: <br />• Approved and accepted Caltrans Exhibit <br />13-B (Right -of -Way Certification) or <br />equivalent required Caltrans forms. <br />9.6 Property Management Services <br />Monument provides comprehensive property <br />management and maintenance services following <br />acquisition to support the City through the <br />transition from occupancy to demolition or <br />construction. Our team conducts initial property <br />inspections, confirms occupancy status, and <br />oversees all aspects of the site. Services include <br />coordinating utility transfers and disconnections, <br />facilitating short-term rental agreements, collecting <br />rent, and issuing notices to vacate in accordance <br />with state law. We review and update existing <br />leases and agreements, prepare new agreements <br />for the City's approval, and coordinate with escrow <br />companies for the transfer of leases, rents, and <br />security deposits. Monument also maintains <br />detailed tenant databases and submits weekly <br />status reports that summarize key property details, <br />including tenancy, rent, notices issued, vacancy <br />dates, and demolition timelines. <br />To ensure each property is secure and maintained <br />while awaiting demolition or construction, <br />Monument provides full interim management <br />services. This includes site security such as <br />fencing and board -up, vendor coordination for <br />property maintenance, graffiti and nuisance <br />abatement, utility account setup and payments, <br />
