SCOPE OF SERVICES <br />• Investigate the impacts of the taking and/or <br />relocation, if applicable, on the business's <br />revenues and profits in the "after" <br />condition, taking into consideration <br />potential betterment. <br />• Implement valuation methods, such as the <br />Income Approach (i.e., Discounted Cash <br />Flow Method, Capitalization of Cash Flow <br />Method) and Market Approach (i.e., <br />Discretionary Cash Flow Multiplier Method, <br />EBITDA Multiplier Method), to determine <br />the value of the business' goodwill in both <br />the before condition and in the after <br />condition. <br />• Prepare a valuation report in compliance <br />with USPAP. <br />• Attend any required meetings or <br />conferences with the client to address <br />appraisal -related questions. <br />Deliverables: <br />• Up to 2 Billboard Goodwill Appraisals <br />• Up to 3 Business Goodwill Appraisals <br />Task Deliverables: <br />• R/W Requirements Map <br />• Legal Descriptions & Plats <br />• Appraisal Maps & Appraisals <br />• Acquisition Documents <br />Task 10 Utility Coordination <br />This task continues utility coordination through the <br />final design, includes coordination of utility <br />relocation design and schedule, and supporting the <br />agreements. <br />10.1 Ongoing Utility Coordination <br />10.2 Utility Notifications & Conflicts <br />10.3 Utility Agreement Support <br />Task Deliverables: <br />• Meeting Agendas, Minutes & Exhibits <br />• Utility Notifications B&C, Response Log <br />• Conflict Matrix <br />• Utility Agreement Supporting <br />Documentation <br />CITY OF SANTA ANA <br />SANTA ANA BOULEVARD GRADE SEPARATION <br />MARK THOMAS <br />Task 11 Traffic Management Plan <br />Fehr & Peers will prepare a Traffic Management <br />Plan (TMP) to provide continuous traffic circulation <br />and access, with space for safe and efficient <br />construction. The TMP will be coordinated with <br />project stakeholders to include but not be limited <br />to: <br />1. Orange County Transportation Authority <br />(OCTA) <br />2. Southern California Regional Rail Authority <br />(SCRRA) <br />3. California Public Utilities Commission <br />(CPUC) <br />4. California Department of Transportation <br />(Caltrans) <br />5. Businesses <br />6. Local neighborhood associations, and <br />7. Other public or private agencies/utilities or <br />parties. <br />The development of the staged construction and <br />traffic detours, closures or alterations to traffic <br />patterns will be included. The plan will detail the <br />use of temporary traffic control devices, such as <br />cones, drums, barricades, and signs, all of which <br />will comply with the California MUTCD. Any <br />temporary roadway will be engineered to the same <br />design standards as new construction, including <br />alignment, pavement, markings, and <br />pedestrianlbicycle facilities. <br />The TMP shall be developed according to Caltrans <br />TMP Guidelines. TMP strategies include: <br />1. Project Description <br />2. Public Information <br />3. Motorist Information <br />4. Incident Management <br />5. Construction Strategies <br />6. Demand Management <br />7. Alternate Routes (or Detours) <br />8. Layout Sheets <br />9, Typical Cross Sections <br />10. Project Schedule <br />The Construction scenario in the Traffic/Circulation <br />Study Update is anticipated to evaluate the <br />corridor with one lane in each direction. However, <br />it assumed that some minor weekend and some <br />lengthier full closures will be required due to <br />staging. Fehr & Peers will coordinate with Caltrans <br />
