• Some residents do not have adequate information regarding basic housing rights, which <br />may lead to an increase in undetected discrimination. <br />• Local entitlement communities may have policies and programs that affect housing <br />development, which may indirectly act as an impediment to fair housing choices. <br />2. Actions to Overcome Identified Impediments <br />During the 2009 -2010 report period the City undertook File actions (on its own or in <br />cooperation with regional partners) to overcome the fair housing choices <br />identified in the regional Al: <br />• The City of Santa Ana contracted with FHC provide comprehensi ucational and <br />enforcement programs to City residents. A taken d the 2009 -20 ort period <br />included: <br />regional ies included conducting 54 <br />icipantcluded 15 outreach events <br />p 4\6a ps, 18 other training or <br />t Ana, although they were <br />co <br />public tings on housing related matters, and held 1 <br />nsume nd also for professionals in the housing <br />anagers, owners, and lending institution <br />n -wi qual- housing opportunity theme contest that <br />a school 5th & 6th grade classes. <br />Fa "I; usoos — OC staff responded to 55 housing discrimination <br />come' the opening of a case file; four of these cases involved the City <br />of Santa s luded, as appropriate, investigation, testing, "portfolio testing" <br />evaluation me fair housing claims, and when appropriate, conciliation and /or <br />prosecutioousing discrimination cases. <br />Housing Dispute Ev aluation & Resolution — On a regional basis, activities included assisting <br />more than 6,800 unduplicated regional- households, making 7,154 requests for service that <br />resulted in objectively evaluating or providing assistance for over 18,500 housing related <br />issues, disputes or inquiries. Of these 1,148 unduplicated households, making 1,210 <br />requests for service involving 3,218 issues, disputes or inquiries were from Santa Ana. <br />■ FHCOC attended numerous meetings at which lender representatives were present and <br />highlighted fair housing issues when possible.
