constitute a No Project Alternative for the Specific Plan and General Plan Amendment <br />environmental documentation. <br />Analyze and Compare Specific Plan Land Use Alternatives Forecasts will be <br />developed for the various land use alternatives developed as part of the City's Specific <br />Plan General Plan update process. In coordination with City staff and the consultant <br />team, zonal land use input assumptions will be developed for each general plan <br />update alternative scenario. Model runs will be completed for each scenario and daily <br />traffic volumes will be developed. A total of two alternative scenarios are assumed. <br />Roadway segment volumes and levels of service will be generated and calculated. <br />Using City guidelines developed for acceptable levels of service, traffic volumes and <br />levels of service developed for each alternative scenario will be analyzed. Roadway <br />segments, which exhibit capacity deficiencies based on these guidelines, will be <br />Identified and listed for each alternative. This will help identify and select a preferred <br />land use intensity scenario. <br />3.2 Identify Potential Transportation Improvements and Recommendations, <br />Transportation improvements will be identified to bring the highway segments with <br />future capacity deficiencies into compliance with the established mobility standards. <br />Improvements necessary to bring the levels of service to within acceptable levels by <br />the buildout of the proposed specific and general plan amendment land uses may <br />Include additional lanes, new roadway segments, transportation systems management, <br />transportation demand management, implementation of ITS components, and/or <br />changes in land use development intensity. <br />3.3 Future Conditions with the Specific Plan and General Plan Amendment <br />In this task, we will finalize the future transportation conditions forecasts for the selected <br />land use scenario. <br />Execute Travel Demand Model. URS will revise applicable parcel land use input <br />assumptions based on the approved land use scenario, as necessary. Model runs using <br />TRAFFIX (a localized traffic modeling tool) will be made for the selected land use <br />scenario and revised daily traffic volumes will be developed. 'Revised roadway <br />segment volumes and levels of service will be generated and calculated. <br />Identify Transpartg1ion Deficiencies Using the recommended goals, policies and <br />standards developed for acceptable levels of service, resulting traffic volumes and <br />levels of service developed for the selected scenario will be analyzed. Roadway <br />segments and Intersections which exhibit capacity deficiencies will be identified. <br />R, <br />
