constitute a No Project Alternative for the Specific Plan and General Plan Amendment
environmental documentation.
Analyze and Compare Specific Plan Land Use Alternatives Forecasts will be
developed for the various land use alternatives developed as part of the City's Specific
Plan General Plan update process. In coordination with City staff and the consultant
team, zonal land use input assumptions will be developed for each general plan
update alternative scenario. Model runs will be completed for each scenario and daily
traffic volumes will be developed. A total of two alternative scenarios are assumed.
Roadway segment volumes and levels of service will be generated and calculated.
Using City guidelines developed for acceptable levels of service, traffic volumes and
levels of service developed for each alternative scenario will be analyzed. Roadway
segments, which exhibit capacity deficiencies based on these guidelines, will be
Identified and listed for each alternative. This will help identify and select a preferred
land use intensity scenario.
3.2 Identify Potential Transportation Improvements and Recommendations,
Transportation improvements will be identified to bring the highway segments with
future capacity deficiencies into compliance with the established mobility standards.
Improvements necessary to bring the levels of service to within acceptable levels by
the buildout of the proposed specific and general plan amendment land uses may
Include additional lanes, new roadway segments, transportation systems management,
transportation demand management, implementation of ITS components, and/or
changes in land use development intensity.
3.3 Future Conditions with the Specific Plan and General Plan Amendment
In this task, we will finalize the future transportation conditions forecasts for the selected
land use scenario.
Execute Travel Demand Model. URS will revise applicable parcel land use input
assumptions based on the approved land use scenario, as necessary. Model runs using
TRAFFIX (a localized traffic modeling tool) will be made for the selected land use
scenario and revised daily traffic volumes will be developed. 'Revised roadway
segment volumes and levels of service will be generated and calculated.
Identify Transpartg1ion Deficiencies Using the recommended goals, policies and
standards developed for acceptable levels of service, resulting traffic volumes and
levels of service developed for the selected scenario will be analyzed. Roadway
segments and Intersections which exhibit capacity deficiencies will be identified.
R,
