that a maximum of 13 study intersections will be analyzed. It must be noted that seven
(7) of the proposed 13 study intersections are study intersections of the Bristol Street
Widening Phase 3 and 4 Traffic Studies which will have available traffic count data and
information.
Traffic Analysis Task 2.0 Develop Trip Generation of Affected Parcels/Surplus Areas
The purpose of this task is to identify the trip generation potential of the affected
parcels that were currently zoned park/open space In the Specific Plan that are
proposed to be re -zoned to commercial use:
The task includes identification of current land use and general plan designation;
Identifying developable areas and developing trip generation for any proposed new
uses as well as for existing uses that are acquired as part of the Bristol Street widening
project. The resulting net trip generation will be used as the basis for the Specific Plan
and General Plan Amendment traffic Impact analysis. URS will coordinate with both
City Planning and Engineering staff to refine and finalize the trip generation
assumptions,
Traffic Analysis Task 3.0 Specific/General Plan Amendment Traffic Assessment
3,1 Future Traffic Forecasts and Adequacy of the Street System
Traffic forecasts for the future conditions will be developed using the latest traffic
modeling and growth projections currently used in the ongoing traffic studies for the
Bristol Street Widening Phase 3 and 4 traffic studies.
Develop Future Baseline Conditions This scenario will form a baseline condition for the
Bristol Street Specific Plan and General Plan Amendment, it will provide an analysis and
discussion of future conditions that would exist without the implementation of re -zone of
the affected Park -zoned parcels. Careful consideration will be given to Include all
known local and regional growth assumptions, local redevelopment plans and
applicable cumulative projects in the analysis of baseline conditions.
Effects of Future Traffic on Street Segment and Intersection Caaacities Peak period
and daily traffic forecasts will be analyzed. Street segment levels of service and
volume/capacity ratios will be calculated, tabulated, and analyzed for all identified
roadway segments for Future Baseline conditions. Peak period traffic forecast volumes
will be post -processed for selected study intersections and levels of service will be
calculated for Future Baseline AM and PM peak hour conditions. This scenario will also
5
