impacts created by the use and ensure that the use will not <br />• negatively affect the surrounding community, testimony <br />demonstrates that the existing Seventeenth Street <br />Laundromat and others in the City are not meeting the <br />Laundromat standards and are a detriment to its <br />neighborhood. <br />2. Will the proposed use under the circumstances of the particular <br />case be detrimental to the health, safety, or general welfare of <br />persons residing or working in the vicinity? <br />The proposed Laundromat would create negative or adverse <br />impacts to the surrounding community because the use, <br />when located in other areas of the City, has demonstrated <br />impacts that affect the health, safety, or general welfare of <br />persons residing or working in the vicinity. <br />3. Will the proposed use adversely affect the present economic <br />stability or future economic development of properties surrounding <br />the area? <br />The site as developed is suitable for more upmarket uses <br />than the proposed use. Seventeenth Street is a critical <br />arterial in the City and many tens of thousands of vehicles <br />traverse it each morning and evening. Based on the City's <br />. experiences with Laundromats that share a single, integrated <br />development site (such as the Laundromat located across <br />Seventeenth Street), other uses would better enhance the <br />economic stability of surrounding properties in the area. <br />4. Will the proposed use comply with the regulations and conditions <br />specified in Chapter 41 for such use? <br />Chapter 41 of the Santa Ana Municipal Code requires a <br />conditional use permit for the establishment of a Laundromat. <br />The conditional use permit requirement recognizes that a <br />case-by-case review of each proposed use, following a <br />noticed public hearing, is necessary before such a use can <br />be established in a particular location, even though the use <br />is permitted within the zoning district. A conditional use <br />permit is designed to provide flexibility within a zoning <br />district. Another traditional purpose of the conditional use <br />permit is to enable a city to control certain uses which could <br />have detrimental effects on the community Placing two <br />Laundromats on Seventeenth Street in such close proximity, <br />and along one the City's most important arterials, would be <br />contrary to the policy behind the conditional use permit <br />requirement. <br />• <br />Resolution No. 2005-76 <br />Page 2 of 4 <br />
