RECOMMENDATION: <br />1 <br />Recommend that the Gity Council: <br />1. Approve and adopt the Mitigated Negative Declaration and Mitigation Monitoring <br />Program, Environmental Review No. 2003-048. <br />2. Adopt an ordinance approving Amendment Application No. 2003-04. <br />3. Adopt a resolution approving General Plan Amendment No. 2003-02. <br />4. Approve a density bonus agreement. <br />Vince Fregoso, Senior Planner, provided the staff report and recommendation. <br />Discussion was held regarding the parking and vehicle access. <br />Chairman Nalle opened the public hearing. <br />Barry Cottle, representing Orange Housing Development Corporation, provided a brief <br />background of their company. He noted that they are familiar with all of the required <br />aspects of the project including affordability monitoring and property management. He <br />outlined how the units will be designed, parking, and ingress and egress from the <br />complex. He noted that social services will be handled by established agencies. <br />He requested that the Commission approve the changes listed below to the required <br />project amenities with regard to the jacuzzi, pool, and interior corridor temperature. <br />'~ ~'°^r°°°. A ventilation system shall be installed in areas of the interior <br />corridors of the building to maintain a temperature not to exceed 80 degrees <br />Fahrenheit. <br />1 <br />To the extent the Jacuzzi or pool are not being used by the residents or energy <br />costs have increased to make such requirement economically unfeasible, the <br />Deputy City Manager for Development Services, or designee, may modify this <br />standard. <br />Chairman Nalle closed the public hearing. <br />Discussion was held regarding requested changes. <br />Motion to: <br />1 <br />Recommend that the City Council: <br />1. Approve and adopt the Mitigated Negative Declaration and Mitigation Monitoring <br />Program, Environmental Review No. 2003-048. <br />2. Adopt an ordinance approving Amendment Application No. 2003-04 with <br />modifications to the required project amenities as outlined. <br />3. Adopt a resolution approving General Plan Amendment No. 2003-02. <br />4.
