Sergio Klotz, Senior Planner, presented the staff report and recommendation. <br />Chairman Nalle opened the public hearing. <br />Fred Gaines, attorney for applicant, spoke in support of the project noting they accept <br />the modifications made by the Police Department. <br />Ben Grabiel, member of Santa Ana Historical Preservation Society (SAHPS) and <br />Apartment Association of Orange County, spoke in opposition of the project noting <br />limited parking. <br />Alison Young, President of the SAHPS, spoke in opposition of the project adding she <br />received information late Friday prior to meeting and commented on the responses to <br />the EIR. <br />Priscilla Monserrate-Sanders, of the Latino Health Access, spoke in opposition of the <br />ABC license. <br />Ginelle Hardy, President of the Heninger Park Neighborhood Association, spoke in <br />opposition of the project noting the limited parking, sale of alcohol near schools, and no <br />laundry facilities. <br />Joann Ramirez, Vice President of SAHPS, spoke in opposition of the project noting the <br />response to comments from the EIR. <br />Roberta Reed spoke in opposition of the project and noted the response to comments to <br />the EIR. <br />Chairman Nalle closed the public hearing. <br />Commission discussion ensued on the historic building, the possibility of the City <br />purchasing the property, the liquor license, parking, the Final EIR, 24-hour operation of <br />store, laundry and live/work component. <br />Mofion to continue. <br />MOTION: Cribb <br />Motion died for lack of a second. <br />Motion to recommend that the City Council: <br />1. Deny certifying Final Environmental Impact Report (EIR) No. 2001-02 <br />2. Deny Conditional Use Permit No. 2002-20. <br />3. Deny Conditional Use Permit No. 2002-21. <br />4.
