He also <br /> assisted apublic/private developer with assemblage budgets of their property <br /> acquisition and relocation assistance program for a project involving hundreds of <br /> properties and displacements. <br /> II' II III III I I. Mr. Armstrong directed several major Capital <br /> Improvement Projects involving regional arterial highways including State <br /> Route 90 (Imperial Highway) widening improvements, a project covering five <br /> municipalities and 200 full- and part-take acquisitions, and the City of Laguna <br /> Niguel's Golden Lantern SmartStreet.
